NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services.

The position provides support, installation, security, testing, and maintenance of the network infrastructure including industry-standard LAN switches, firewalls, wireless and layer 2/3 devices and IP telephony equipment. This includes enterprise network planning, high-level troubleshooting, security, and network system administration. The Networking Analyst also serves as a specialist for network products and services and research new technology and additions for improvement to the network or other technology solutions for the clinical and business areas of the facilities. The Networking Analyst performs analysis to develop specifications and scripts to automate security and other technology functions.

Work involves the administration of network hardware and software, appliance devices and servers, and security systems inclusive of industry standard firewalls (adaptive security appliance) firewall, wireless devices, Active Directory identity & access management and core network services.

The work for this position will involve implementation, support and troubleshooting of various network components. Duties will include equipment configuration, deployment, management and troubleshooting, firewall rule creation, review and troubleshooting using industry standard Layer 3-7 firewalls. The position will also work closely with other DHHS Divisions and State Agencies to support the environment.

Lifting and carrying equipment (20 - 40 lbs) may be required.

Knowledge, Skills and Abilities / Competencies

Qualified applicants must document on the application that they possess all of the following:


  • Demonstrated considerable knowledge of telecommunications network concepts, protocols, transport systems, and communications hardware and software.
  • Demonstrated considerable knowledge of network or telephony equipment.
  • Demonstrated ability to evaluate vendor equipment and diagnose and resolve network operations problems.
  • Working knowledge of telecommunications network software and hardware and the full range of network system requirements.
  • Working knowledge of a variety of network operational problem determination procedures and techniques.
Management Preferences:
  • Minimum of one (1) year of experience with industry-standard help desk ticketing systems and documentation.
  • Minimum of one (1) year of experience with network management and performance monitoring solutions.
  • Minimum of two (2) years of experience with Layer 2/3, SNMPv3, TACACS, STP, L2/L3 LAN switch network support, wireless networking, and associated components of each.
  • Minimum of two (2) years of hands-on VoIP system support experience including deployments and troubleshooting for voicemail, contact center and softphone clients.
Preferred Certifications (one or more):
CompTIA Network +
Cisco CCNA
Cisco CCNA Voice

Minimum Education and Experience Requirements

Bachelor’s degree in computer science or an IT related field from an appropriately accredited institution;
OR
Associate degree in computer science, or a related technical field from an appropriately accredited institution and one year of networking related experience;
OR
High School or General Educational Development (GED) diploma and four years of networking related experience;
OR
An equivalent combination of education and experience.
