PRIMARY POSITION FUNCTION/SUMMARY:

The Mobile Facilities and Equipment Resource Manager provides management, maintenance, issuing, and transport of the mobile training props, prime movers, fleet vehicles, UTBs, training equipment, tools, personal protective equipment (PPE), and consumables via the Resource Management System (RMS) to support IFSI's on-campus and off-campus course deliveries for the Illinois Fire Service Institute, Statutory State Fire Academy for Illinois. The ideal candidate will be detail-oriented, deadline-driven, and able to prioritize quickly and flexibly. Must be able to work collaboratively with others. This position reports to the Senior Associate Director for Firefighting Programs.

DUTIES AND RESPONSIBILITIES:

  • Perform shipping and receiving to support on and off-campus course deliveries.
  • Prepare requisitions for supplies, upload receipts of equipment and consumables within RMS, and maintain an inventory of University/IFSI property, including IFSI fleet, prime movers, enclosed trailers, trailers, trailer haulers, and small equipment.
  • Coordinate with IFSI Logistics and Resource Manager to check in any shipments to IFSI and dispose of equipment from IFSI inventory, including P-Tag assignment and equipment added to RMS.
  • Prepare annual or other periodic reports on the operation and scheduling of the IFSI fleet, trailers, mobile props, UTVs, and golf carts, and assist with budget preparation for the IFSI fleet vehicles, prime movers, golf carts and Kubotas, PPE, consumables, and supplies in support of all IFSI course deliveries, special events, and meetings.
  • Plan, coordinate, and schedule the transportation and delivery of IFSI resources, enclosed trailers, and mobile props for off-campus course deliveries.
  • Plan, coordinate, and create a depreciation schedule to replace IFSI fleet vehicles, prime movers, enclosed and flat trailers, and UTVs.
  • Assesses and perform minor repairs and maintenance to all resources, including small equipment, IFSI fleet vehicles, prime movers, enclosed and flat trailers, UTVs, golf carts, and portable radios, and when outside resources are needed, controls appointments and visitors’ admission to perform maintenance on resource inventory or deliveries.
  • Manage and schedule Safety Lane Inspections, maintenance, and/or repairs for IFSI Fleet.
  • Provide training, direction, and supervision for the hourly employee(s) to meet the RMS resource requests for consumables and trailer and mobile prop deliveries to support course deliveries.
  • Follow provisions for the safety of IFSI property, securing records and documents, and protecting against fire for persons and property.
  • Provide support for all IFSI on-campus and off-campus course deliveries, special events, conferences, tours, and meetings.
  • Identify and communicate improvements necessary to maintain efficient operation of the resources and fleet to support IFSI on-campus and off-campus course deliveries, special events, conferences, tours, and meetings.
  • Perform other related duties as assigned.

Minimum Qualifications

1. High School Diploma or equivalent.


2. Any one or combination totaling three (3) years (36 months) from the categories below:

A. college course work in facility management, operations management, or a closely related field, as measured by the following conversion table or its proportional equivalent:

60 semester hours or an Associate’s Degree equals one (1) year (12 months)


B. training from a vocational, technical, or an armed forces program which includes building operations such as coordination of building maintenance, construction management, hospitality, or closely related experience.


C. work experience which includes building operations such as coordination of building maintenance and work orders, construction management, hospitality, or closely related experience.


3. One (1) year (12 months) of supervisory or administrative experience which includes building operations such as coordination of building maintenance and work orders, construction management, hospitality, or closely related experience

Specialty Factor Required:

  • Experience as a member of an Illinois Fire Department (career or volunteer).
  • Fleet Operations and transportation maintenance, management, and training equipment and tool maintenance.
  • Inventory controls, purchasing, procurement, receiving procedures, work schedules, and fleet maintenance.
  • Familiarity with the operation and maintenance of small engines, hand tools, ladders, and power (chain and rotary) saws.
  • Position involves climbing ladders, operating power tools, driving fire apparatus (Illinois Class B non-CDL license or better will be required), lifting, carrying, and regularly moving up to 50 pounds.
  • Experience using the IFSI Resource Management System to manage and update the IFSI resource inventory.

Preferred:

  • High technical knowledge related explicitly to fleet and transportation maintenance, management, and training equipment and tool maintenance.
  • Preference will be given to candidates with proven knowledge of the Illinois Fire Service Institute’s resource management system.
  • Three to five years of fire service experience, including understanding equipment needs and usage.
  • Familiarity with IFSI Firefighting, Special Operations, and Leadership Development and Decision-Making and Fire Officer training programs.
  • Familiarity with the IFSI’s and UIUC’s inventory policies.
  • Familiarity with IFSI and its programs.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficiency in Microsoft Office.
  • Demonstrated a high level of organizational skills.
  • Must possess excellent attention to detail.
  • Familiarity with IFSI’s and UIUC’s Policies and Procedures.
  • Excellent verbal and written communication skills.
  • Demonstrated record of performance, positive attitude, ability to work well with others, and work with sensitive and confidential information.
  • Ability to work in a team environment and willingness to help and support teammates during work overload

Appointment Information

This is a 100% full-time Civil Service Facility Operations Coordinator position, appointed on a 12-month basis. The expected start date is as soon as possible after June 5, 2023. Salary is commensurate with experience.
