Manage a group of Turnkey Project Engineering Managers (PrEMs) for Automated People Movers (APM), LRV and other rail technologies in Pittsburgh, Kingston and some project sites.

The PrEM is the technical lead of our projects and provides oversight for the technical contractual scope of the project ensuring its delivery according to the quality, cost, performance and scheduled commitment originally agreed and, if applicable, updated as a result of negotiated variation orders.


Your responsibilities will include developing and maintaining the PrEM group who execute the technical portion of our projects to:

  • Ensure compliance to Alstom processes for requirements management, design reviews , design for quality, and change control.
  • Be accountable for the customer acceptance of the project solution
  • Manage the project technical risks and the corresponding mitigation plan
  • Validate the technical design choices with the peers and Solution Director
  • Identify which are the applicable regulations in the customer country/city and ensure they are taken into account in project solution design
  • At times the team will support Bid Technical Managers in the tender phase, build the optimized solution (technical, performances, cost) with the support of the subsystem’s technical managers and quote the turnkey engineering work package.
  • Manage the technical relationship with the Consortium and the client
  • Choose the hypotheses for performance calculations and validate the results
  • Validate the system specifications and the interfaces specifications produced by his team
  • Control the System configuration and requirement management in accordance with the design milestones of the project
  • Manage Design Changes related to the transport system definition throughout the project lifecycle
  • Follow the Preliminary and Final Designs progress
  • In relationship with the Project Test & Commissioning Manager, prepare the VTA activities
  • Lead, develop and motivate the Engineering Project / Tender team
  • Implement the Methods and Engineering tools
  • Ensure the carry-over from previous projects and current R&Ds
  • Support Monthly Project Reviews and maintain regular interfaces with Project Management, Procurement, Finance and Contracts teams
  • Maintain strong relationships with the rolling stock, signaling, and infrastructure teams that support turnkey projects.

With your support, your team will need to manage the project solution, including the customization and specific configuration of the generic solution to meet Quality, Cost, Delivery and Performance (QCDP) commitments:

  • Ensure, with support of the required experts and involving all stakeholders, that all the technical requirements of the contract are fully addressed throughout the project lifecycle, from the capture stage up to the demonstration
  • Ensure that the PrEMs are leading a Project Change Control Board (CCB)
  • Be responsible of the project design and application engineering activities
  • Be accountable for Engineering Work Package QCD
  • Provide BOM
  • Verify Project Safety Case (scope, strategy and exported constraints)

Functionally lead the project engineering team:

  • Allocate Task(s) across Project Engineering team and ensure engineering activities follow-up. Maintain the proper level of resources and grow the team to support all opportunities.
  • Together with Domain / Metier Leaders and Alstom processes, define the project engineering team organization according to the project phase (and as defined in the EMP)
  • Ensure deployment of the applicable engineering process, methods & tools on the project
  • Manage and participate in the evaluation of the project engineering team
  • Share Environment, Health and Security (EHS) rules with project engineering team
  • Assessment of the teams involved in project engineering activities through the Alstom Performance Management Cycle (PMC) process

  • Assist to solve technical issues detected by different core team members on various projects where needed, participate in the 8D and safety process
  • During project warranty, coordinate PrEM actions to support resolution of pending technical issues and consolidate the REX of the Project and the Reliability Growth

As our ideal candidate you have:

  • A Bachelor’s Degree of Science in Engineering, Computer Science or related field, Masters degree is preferred.
  • An engineering background including project deployment full lifecycle view
  • Professional engineering license is preferred
  • Hands-on experience on functional or hierarchical team management
  • Cost and planning control experience in engineering scope, budget background
  • Customer relationship/interfacing skills
  • Products and services knowledge on different market segments - transit, including LRV and specifically APM (Desirable)
  • Engineering product development full lifecycle view (Desirable)
  • Product safety awareness(Desirable)
  • Communication skills
  • Interpersonal skills (teamwork and leadership)
