Position Description
Under the direction of the Associate Dean of Workforce Development, the Director of Apprenticeship & Instructional Services Agreements develops and manages Apprenticeship programs and Instructional Service Agreements (ISAs) for the District, including: Police and Fire Academies, CityBuild Academy, and apprenticeship programs including: Automotive, Early Child Education, Electronic Instrumentation Technician, Community Health Worker, Cybersecurity, Gardening, Plumbing, and Plastering. The Director will ensure areas of oversight meet state regulations; develop new instructional opportunities; draft ISAs in collaboration with external partners; ensure all District ISAs and partnership agreements are current; implement ISAs that include offsite delivery of instruction; ensure faculty with appropriate expertise are in place; and oversee local and state reporting. The incumbent will work closely with faculty, Academic Affairs Deans, Admissions & Records, and other district personnel to manage effective enrollment and instructional experiences for students of these programs. Additionally, the incumbent will focus on positive relations with labor, industry, employers, and non-profit partnerships to facilitate successful apprenticeships and ISA implementation.

Supervision Received and Exercised:
Receives limited direction from assigned manager.

Incumbents in this classification assign, coordinate, supervise and evaluate the work of others.

Job Duties
Responsibilities and duties may include, but are not limited to, the following:

1. Provide operational oversight and promote accountability and leadership in the development and review of program offerings.

2. Negotiate and prepare contracts and payment schedules for apprenticeship programs and Training Agents (Employers). Conduct site visits to ensure State guidelines are being met.

3. Ensure scheduling of on and off-site classes, and teaching assignments based on student and community needs.

4. Ensures that programs follow all required federal, state, and institutional guidelines.

5. Identify and ensure qualified instructors are hired and in place in a timely manner. Schedules and arranges appropriate facilities for specialized instruction.

6. Expedites enrollment, records, and reporting in compliance with Title 5 and in fulfillment of ISA agreements.

7. Provide oral and written reports to management as well as revision of proposals as necessary. Calculate payment and budget impact reports including projections for existing contracts and/or any statistical analysis needed. Maintain data and report on student records, including enrollments, completions and transcription.

8. Organizes course schedules and ensures content and courses are up to date and consistent with Academic Affairs programs.

9. Facilitates the promotion and marketing of Apprenticeships and Administration of Justice & Fire Science programs.

10. Design and develop brochures, fliers and general informational materials to promote the program. Participate in trade fairs and make presentations to targeted audiences.

11. Develop catalog content for programs and prepare schedule for each term.

12. Develops and manages budgets throughout the academic year for each program. Provides recommendations that ensure instructional facilities, equipment, and supplies are adequate and in a suitable, sate state for use.

13. Ensure that training time and instructors are in full compliance with the course objectives determined by the college.

14. Supports an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success with an awareness of student equity gaps.

15. Participates in ongoing training on diversity, equity, inclusion and anti-racism as it pertains to improving systems of higher education for historically minoritized and disproportionately impacted student groups and employees.

16. Perform additional administrative duties and services as required and assigned.

Minimum Qualifications
1. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural, and ethnic backgrounds.

2. Bachelor’s degree from an accredited college or university.

3. Minimum of (3) years related workforce development experience with at least two (2) years of management or supervisory experience.

4. Preferred workforce development experience from initial stage of fund development and concept design to execution and evaluation of complex multi-partner project.

5. Preferred grant writing experience.

  • Career technical education, workforce development, Apprenticeships, or similar programs.
  • Principles and procedures of record keeping, technical report writing, and preparation of correspondence and presentations.
  • Modern office practices, methods, and computer equipment and applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively representing the District in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, students, and District staff, including individuals of various ages, disabilities, socioeconomic and ethnic groups.
Ability to:
  • Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the division and assigned functions and program areas.
  • Demonstrated successful experience in supervision, budget development, management and evaluation, and personnel evaluation.
  • Demonstrate successful experience in workforce program development, planned enrollment and retention, and evaluation related activities.
  • Demonstrated understanding of apprenticeship and industrial occupations requirements, nature of work performed and governing agency requirements.
  • Provide administrative and professional leadership and direction for the department and the District.
  • Ensure compliance with all District policies and administrative procedures for all training programs on or in District facilities.
  • Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.
  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
  • Plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical personnel, delegate authority and responsibility.
  • Select, motivate, and evaluate the work of staff and train staff in work procedures.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Conduct effective negotiations and effectively represent the division in meetings with governmental agencies and various educational, businesses, professional, regulatory, and legislative organizations.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, in online meetings, and in writing.
