Position Overview:

This position will manage and oversee compliance with federal, state and local environmental regulations and BNSF policy, as assigned by the Senior Manager Environmental Operations, with a specific focus on Operations in the Southeast (AR, TN, MS, AL and LA). This position requires the ability to effectively engage with various teams at BNSF facilities to identify and mitigate environmental risk. Responsibilities of this position include:

  • Managing environmental inspections, sampling, and the submittal of time critical plans and reports to various governmental agencies to document compliance.
  • Deliver effective environmental training to a significant number of work groups.
  • Track environmental compliance data using BNSF’s Environmental Management Information System (EHS-STAR).
  • Direct and manage environmental requirements in all areas of environmental compliance such as waste management, spill prevention control and countermeasures, storm water management, and air quality.
  • Serve as the primary contact for all environmental compliance permits, regulations, projects, and other compliance needs in the states that are assigned
  • Actively participate in system wide discussions on environmental compliance issues, environmental strategy, and implementation of the Environmental Management System.
  • Maintain technical skills and knowledge in areas of environmental compliance. Coordinate, train, and communicate environmental requirements with other departments as required.
  • Manage and communicate with federal, state and local pollution control agencies and serve as the BNSF liaison.
  • Engage with Environmental Legal as required.
  • Proactively identify changing environmental regulation and legislation and associated requirements.
  • Identify and attend necessary hearings, public meetings and environmental functions, as directed, which involve BNSF.
  • Responsible for safety compliance on environmental projects.
  • Provide guidance and review of site health and safety plans.
  • Manage staff and consultants as assigned.
  • Travel: 50%


Qualifications:

The qualifications for the Manager Environmental Operations position include the following:

  • Must have 5 to 7 years of environmental experience, with railroad, other transportation or industrial experience preferred.
  • Bachelor of Science in an environmental or engineering discipline required.
  • Knowledge of the following environmental programs and regulations is required. Specific experience working on these programs for BNSF is preferred:
    • Stormwater Management
    • Wastewater Management and Drinking Water Quality
    • Tier II Chemical Inventory Reporting
    • Spill Prevention Control and Countermeasure (SPCC) Plans, including limited spill response and mitigation
    • Solid, Special Waste and Hazardous Waste Management
    • Asbestos and Regulations
    • Air Quality Regulations
  • Must have management skills to provide oversight of work for efficient and effective performance by environmental contractors and consultants.
  • Ability for frequent travel on assigned territory is required, some on short notice. Candidate must be willing to travel and work nights, weekends, and holidays, as necessary.
  • Experience to response and mitigation of hazardous material release incidents is beneficial.
  • Must be able to efficiently manage project budgets, work orders and invoices.
  • Candidate must demonstrate strong oral and written communication skills and be an innovative problem solver.
  • The ability to work in a team environment on complex projects is required.
  • Must have strong organizational, management, and communication skills to deal with complex issues and heavy workload.
  • Must have excellent communication skills, verbal and written, to work with environmental staff, other BNSF departments, outside contractors and government agencies.
  • Must be able to work independently.
  • Must have ability to apply environmental practices and requirements to railroad activities.
  • Must have strong knowledge of federal, state and local environmental regulations and understanding of how regulations potentially impact BNSF operations.
  • HazMat Responder skills preferred.


Remote Work Flexibility

In response to changing work environments and technology advances, BNSF has adopted a remote work flexibility to provide employees increased work schedule flexibility and they may choose to work from home or off-site location up to 50% of the time, provided any such remote location allows employees to reach the office in a reasonable amount of time, if necessary.
