GENERAL STATEMENT OF DUTIES
Responsible for various manual labor tasks within the Public Works Department including, but not limited to, work duties for roads, bridges, sign, pavement markings, traffic devices and control, and ferries. Performs other related duties as assigned.

SUPERVISION RECEIVED
Work under the direct supervision of a supervisor, crew leader or lead worker who assigns work and observes performance to ensure conformance to department standards. At discretion of direct supervisor, may work independently for limited durations and/or on routine tasks.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification. May aid in the instruction of peer employees.

Typical Duties - Duties include, but are not limited to the following

  • Works as a deck hand/toll taker on ferries.
  • Secures vessel for loading and unloading of passengers, handling money, giving correct change and maintain accurate daily total toll receipts.
  • Enters information into portable hand-held computer and processing customers' payments of cash, checks, and prepaid toll cards.
  • Assists in maintenance activities and keeping ferries clean for public.
  • May be involved in light seasonal painting.
  • Controls or directs traffic around hazards or crews.
  • Moves and sets up signs.
  • Works in inclement weather conditions.
  • May take part in chemical hazard cleanups, according to training given, for incidents on roads and road-related properties.
  • Performs heavy manual labor which may include digging ditches, cleaning, and installing culverts and drain tiles, cutting and chipping brush and loading/unloading all types of heavy materials.
  • Operates cars, pickups, light trucks, and tools such as chain saws, jackhammers, and weed eaters.
  • Other duties as assigned.
  • May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations.
  • May be assigned clerical/support, incident liaison, or other duties at any location within or near the county.
  • Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.
  • Responsible for working safely and following all applicable safety health rules.
    Worker is responsible for reporting any unsafe condition to supervisor, crew leader or lead worker.
  • Workers are expected to stop work when conditions are unsafe and could lead to significant property damage, serious injury, or death.
  • May be reassigned to work with other Department work groups as required.

Requirements for the Position

EXPERIENCE AND TRAINING
  • High school diploma, or equivalent; AND
  • Any combination of six months experience in controlling or directing traffic, performing semi-skilled road maintenance/construction work, exterior work that includes heavy manual repetitive labor activities, or other closely related areas or activities; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Pass a pre-employment physical examination by a county-appointed medical doctor and have good physical agility.
  • This is a safety sensitive/special needs position. Final candidates selected for this position may be required to pass a pre-employment drug screen, including testing for marijuana.   • Dependent on work area assignments, some positions require experience in public relations, money handling, basic computer usage, and the ability to be bonded.
  • Dependent on work area assignments, regular status employees may be required to complete the following County trainings /certifications:
    • Work Zone Traffic Control (flagger).
    • Awareness and Limited Operations' Level Hazardous Material Response.
    • Forklift/Lift Truck.
    • Cash Handling.
    • FEMA ICS/ NIMS IS-100 / 700 Incident Command.
    • Employee development trainings.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Work Schedule: Works in a 7-day a week operation, with rotating shift schedules, based on needs for ferry operation. This includes working day and swing shifts, weekends, holidays, and overtime as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of basic tools use dependent on position assignments: working safely in traffic; recycling programs; and proper cash handling.
Skill in effective oral communication; reading comprehension; basic computer operations; ability to receive and understand technical and safety training; and completing daily reports.
Ability to understand and follow directions; exercise good judgment; perform heavy manual repetitive labor activities for extended periods of time including during adverse weather conditions; stand or walk long distances; operate simple machines and radio equipment; wear proper Personal Protection Equipment (PPE); perform simple math functions; make change; and maintain good working relationships coworkers and the public.

PHYSICAL REQUIREMENTS

Operates a motor vehicle and maintains an acceptable driving history; stands; works in inclement weather conditions; lifting/pushing/pulling up to 50 lbs.; sits; bends forward; climbs 1 floor of stairs; reaches overhead; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes shades and colors; exposure to uneven and wet areas; sees with depth perception; hears a normal speech level; uses rapid-mental/hand/eye coordination; works effectively and safely around road construction noises; climbs ladders and scaffolds; works around smoke, dust and exhaust fumes; works with engine vibrations; possible risk of exposure to blood/body fluids.
