The Position

Under general supervision, performs a variety of skilled manual labor work in the maintenance of streets, Town vehicles, and general construction; performs related worked as required. This position is classified as non-exempt and is subject to the Fair Labor Standards Act overtime regulations.

  • Provides labor and occasionally operates equipment for Town provided debris and bulky load disposal program.
  • Completes project and work order records, photo documentation, and reports and enters project information into the work order system daily.
  • Indicates time and materials expended on various work tasks.
  • Assists the Operations Supervisor and Crew Leader with timely recommendations for supplies and materials.
  • Operates within the work schedule prepared by the Operations Supervisor.
  • Performs labor on facility maintenance needs and assists in developing and monitoring regular facility maintenance, inspections, and repairs.
  • Responds to, investigates, and documents customer inquiries as assigned.
  • Communicates effectively with all Public Works personnel as well as Town employees and citizens.
  • Achieves goals and objectives established for the Public Works Department.
  • Maintains continuity and promotes a team environment.
  • Participates in the performance of work assigned to other Public Works divisions.
  • Assists with manual labor tasks including, but not limited to, street repairs, storm water maintenance, sidewalk repairs, right-of-way mowing, special events, sign repairs, vehicle and equipment maintenance.
  • Strictly follows all Town safety policies.
  • Recommends measures to improve production methods, equipment performance, and quality of product.
  • Responds to disaster events as required.
  • Promotes a positive work environment and reputation of the Public Works Department and Town at all times.
  • Performs other duties as required.

Equipment Operated: Knuckle boom, rollers, backhoe, Bobcat, asphalt repair truck, leaf vacuum, chipper, mowers, lifts, fork lifts, anti-skid spreaders, air compressor, vehicle lifts, and other equipment in the area of assigned responsibility; Basic hand tools including, but not limited to, shovels, rakes, sledgehammers, demolition hammers, chainsaws, floor jacks; Computer, mobile devices (tablets, telephones), laser level, and other electronic equipment used for gathering and maintaining maintenance and repair records.

Reporting relationship: This position reports to the Operations Supervisor.

Working conditions:

  • Employees are subjected to hazards present in construction and maintenance functions including both inside and outside environments, in extreme hot and cold weather, and exposure to hazardous conditions such as loud noise, vibrations, traffic, electricity, heights, chemicals, fumes, and close confined quarters both above and below ground.
  • Must be able to physically perform all basic life operational functions.
  • Must be able to perform heavy work exerting up to 100 pounds of force occasionally; up to 50 pounds of force frequently, and up to 20 pounds of force constantly.
  • Must possess the visual acuity to operate machinery and in the normal tasks associated with mechanical or skilled trades.
JOB CONTEXT: This position works 40 hours per week during the five day workweek. Weekends and overtime are sometimes necessary to fulfill job duties. The stress level of this job is low to moderate.

Education: Graduation from an accredited high school or GED with verifiable training and/or coursework in the construction trades industry.

Experience: A minimum of 2 years in the operation of construction equipment.

Knowledge, Skills and Abilities:

  • Considerable knowledge of methods, materials, tools, and equipment used in area of assigned responsibility.
  • Good working knowledge of the operation and care of heavy construction equipment used.
  • Working knowledge of the layout of streets and appurtenances.
  • Ability to make asphalt repairs.
  • Good working knowledge of hazards involved and safety precautions necessary in the performance of duties.
  • Skill in the operation of assigned construction and maintenance equipment.
  • Ability to form, pour and finish concrete.
  • Ability to deal courteously with the public.
  • Ability to perform heavy manual tasks and participate in the work supervised.
  • Ability to complete written and electronic reports and records.
  • Ability to learn and operate mobile computing solutions such as basic e-mail and work order application.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with other employees.
Special Requirements:
Possession of a valid North Carolina driver license required with ability to obtain CDL licensure. Preference will be given to candidates who currently possess a valid North Carolina CDL driver license.

NC Local Government Employees' Retirement
What does it mean to become vested? You become vested once you have completed 5 years of creditable service. Vested means you are eligible to apply for monthly retirement benefits based on the formula as well as age and service requirements set by the state of NC as long as you do not withdraw your contributions.
What if you leave the system prior to becoming vested? You are only entitled to a refund of your contributions.

  • Mandatory participation with a pre-tax payroll deduction of 6% of gross salary
  • Town contributes 12.13% of employee's gross salary
  • Unreduced benefits available after:
    • Age 65 with 5 years of creditable service;
    • Age 60 with 25 years of creditable service; or
    • Any age with 30 years of creditable service
  • Reduced benefits available after:
    • Age 50 with 20 years of creditable service; or
    • Age 60 with 5 years of creditable service (Age 55 with 5 years for Firefighters)

The Town currently funds $550 monthly toward each employee's health, dental and vision coverage.Employees who participate in health assessment screenings receive an additional $150 per month bringing their town funding up to $700 per month.The current maximum allowance of $700 covers 100% of current employee premiums for health, dental, and vision with a small portion leftover that funds a flexible spending account.Any elections for dependent coverage or FSA funding resulting in a cost above the Town allowance are handled through a pre-tax payroll deduction.
