Position Description

Class Title: Cannabis Outreach Liaison Job Code Number: 19-C-197

Established: May 08, 2023 Bargaining Unit: Exempt

GENERAL STATEMENT OF DUTIES: Coordinates the fulfillment of obligations for community benefit. Plans, schedules and coordinates meetings and facilitates communications and compilation of packets for the planning commission.

SUPERVISION RECEIVED: Works under the general supervision of the Cannabis Facilities
Licensing Coordinator.

SUPERVISION EXERCISED: Acts as a liaison between contractors, vendors and contracted or seasonal personnel either directly or through the Cannabis Facilities Licensing Coordinator.

DUTIES AND RESPONSIBILITIES:
1. Develops and maintains good interpersonal relationships with diverse groups, neighborhood organizations and individuals.
2. Carries out complex written and oral communications.
3. Works independently on assigned projects.
4. Keeps abreast of and maintains familiarity with state and local ordinances regarding marijuana statutes.
5. Works effectively to meet time sensitive deadlines.
6. Assists with preparation of materials for the Planning Commission and Zoning Board of

Appeals.
7. Attends evening and weekend meetings and conferences as required.
8. Assists with Bight Elimination as required.
9. Promotes a strong and compliant environment for cannabis while working with the public.
10. Assists new application holders to meet required responsibilities.
11. Assist with ensuring that provisioning, grow, and cultivating centers are in compliance with blight plans and community benefit agreements.
12. Provides administrative support and development to the cannabis licensing process.
13. Compiles and maintains reports as required.
14. Maintains confidentiality in all cannabis facilities licensing actions.
15. Performs other work as assigned and/or required.

MINIMUM ENTRANCE REQUIREMENTS:
A. High school diploma, Bachelor's degree preferred.
B. One (1) year experience in community relations, public relations/ activities, neighborhood organizations or related experience
C. Demonstrates knowledge of Windows and Microsoft Office Programs (Word, PowerPoint,

Excel) and other computer software.
D. Basic knowledge of City and State Ordinances.
E. Ability to work independently and to complete daily activities according to work schedule.
F. Ability to understand, follow and transmit written and oral instructions.

NECESSARY SPECIAL REQUIREMENT(S):

  • Must be 21 years of age or older
  • Possession of a valid State of Michigan Driver’s License
  • Must be willing to work nights and weekends
  • Good verbal and written skills

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.
