Duties and Responsibilities

Title IX Oversight
    • Works closely with the Executive Director (ED) of the Office of Equity Assurance (OEA) and the University of Hawaii Manoa (UHM) Title IX Coordinator to oversee and provide appropriate campus responses to incidents related to Title IX and Discrimination, including but not limited to allegations under EP 1.204 and EP 1.202 and related procedures.
    • Provides oversight and guidance of Title IX investigations. Provides technical guidance to ensure formal investigations and informal resolutions are conducted in accordance with relevant policies and procedures. In addition, this position will be responsible for conducting complex formal Title IX (and EEO investigations, as needed/back up) and respond to complaints filed with external agencies including the Hawai’i Civil Rights Commission, Equal Employment Opportunity Commission (EEOC), the Office of Civil Rights (OCR), and state and federal agencies addressing civil rights complaints.
    • Provides leadership, consultation to and support for designated Deputy Title IX Coordinators.
    • Oversees the assessment process of all initial allegations and reports received by the UHM TIX Office.
    • Conducts formal investigations and ensures that all investigations are conducted in a prompt, fair and impartial manner. Under the direction of the ED, ensures that investigative reports are detailed oriented and accurately summarize the findings of the investigation in accordance with Title IX and requirements.
    • Ensures a well-documented investigative process, maintains accurate and thorough records, notes of the investigatory process, creates comprehensive written investigatory reports that clearly identifies the issues investigated, summarizes the evidence, determines findings under University policy, and makes recommendations of appropriate remedial steps.
    • Provides consultative services to the campus community regarding issues of sex and gender based discrimination, harassment (including sexual harassment and sexual violence), retaliation, and other matters; Under the direction of the ED, strategize with Title IX staff, OHR and Student Success units to identify and address any systemic institutional problems and work with other University stakeholders to ensure policies are communicated to all constituencies.
    • Oversees monitoring of the case management database to organize, manage, and track all incidents reported to the Office of Equity Assurance.
    • Collects, maintains, and analyzes data, as appropriate.
  • As needed and under the guidance of the ED, creates, modifies, and oversees protocols relating to discrimination and harassment claims.
  • Maintains working knowledge of Federal and State legislation that govern Title IX and EEO/AA matters.
  • Stays abreast of new developments as established by relevant case law in the areas of responsibility.
  • Assesses institutional needs and identify trends towards the implementation of relevant educational programming and initiatives to the campus community.
    • Provides education and training for a wide audience, including, but not limited to, students, faculty, and staff with responsibilities in resolving Title IX and complaints within the oversight of OEA.
Management and Supervision
    • Manages the work of case managers
    • Provides performance feedback to the relevant direct services and operational staff in consultation with the ED.
Minimum Qualifications
  • Possession of a baccalaureate degree in human resources, public administration or related field and 5 years of progressively responsible professional experience with responsibilities for conducting Title IX and Discrimination and Harassment investigations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the students' rights and responsibilities, investigations and/or training as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with students' rights and responsibilities, investigations and/or training.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Experience developing and delivering effective training programs and preparing reports and documents for external agencies
  • Knowledge of current state and federal law and regulations related to discrimination, harassment, and retaliation compliance for educational institutions.
  • Exceptional leadership, organizational planning, and management skills.
  • Ability to manage high-volume caseloads of incident reports and complaints.
  • Demonstrated strong analytical and critical thinking skills with the ability to problem solve, prioritize, analyze, summarize, and effectively summarize data.
  • Demonstrated ability to conduct detailed-oriented investigations, provide critical analysis of findings, and apply appropriate legal and policy standards.
  • Demonstrated commitment to diversity and inclusivity, as well as experience working with individuals from diverse backgrounds.

Desirable Qualifications
  • Master's degree or J.D.
  • Knowledge of and ability to interpret the federal and state laws regarding civil rights, discrimination, harassment, and affirmative action.
  • Experience in a collective bargaining environment in a university setting.
