(Program Specialist I)
Labor Grade: 19

$20.84 per hour
The State of New Hampshire, Department of Safety, Division of State Police, Forensic Laboratory has a part-time vacancy for Program Specialist I, which cannot exceed 29.5 hours per week and is non-exempt.
SCOPE OF WORK: Research and review information and provide support to the Forensic Laboratory Quality Assurance Manager for the various functions of the Forensic Laboratory’s quality assurance program to assist with achieving and maintaining laboratory accreditation and ensuring accuracy and continual improvement of forensic examinations.

ACCOUNTABILITIES:

Assists the Forensic Quality Assurance Manager with coordinating, conducting and tracking quality assurance program activities for the purpose of achieving and maintaining forensic accreditation. Confers with other functional units of the Forensic Laboratory to evaluate and resolve potential issues and elevates more complex inquiries to the Quality Assurance Manager.

Reviews and maintains laboratory policies and procedures manuals, and drafts or modifies as needed for changes in test methods, instrumentation, accreditation standards or legal requirements.

Utilizes and evaluates additional compliance software capabilities such as document control, workflows, training and testing and assists with implementation of these capabilities to benefit the laboratory to include training lab staff on their use.

Assists with implementation of proficiency testing program by ordering, scheduling, and managing the receipt/distribution of test materials used to monitor performance of staff, equipment and laboratory processes and coordinates timely review of results and submissions to external proficiency test providers.

Maintains employee training and development files by entering data and tracking specific training requirements to ensure compliance with laboratory policies and accreditation requirements. Compiles and submits reports of completed trainings to State Police Recruitment and Training Unit and lab management.

Assists with record retention activities to manage information such as internal audit reports, corrective actions, risk/opportunity reviews, proficiency testing, testimony reviews, equipment records and other related documents. Prepares reports for lab management and accrediting body as needed.

Reviews technical records such as quality assurance records and equipment/reagent quality control check records for completeness, accuracy and compliance with laboratory requirements.

Participates in laboratory audits and external assessments by performing data retrieval and record review to provide information to the Quality Assurance Manager and/or external assessors.


MINIMUM QUALIFICATIONS:

Your Experience Counts See Per 405.01.

1.5 Years of additional relevant experience = Associate's Degree

3 Years of additional relevant experience = Bachelor's Degree

4.5 Years additional relevant experience = Master's Degree


Education: Bachelor’s degree from a recognized college or university with a major in biological sciences, health sciences, chemical sciences, physical sciences, forensic science, computer science, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Two years of professional or paraprofessional experience in forensics, quality assurance, quality control, compliance or related field. Each additional year of approved work experience may be substituted for one year of required formal education.


License/Certification: Eligibility for a driver's license.

SPECIAL REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
