About the Position
The Judicial Branch Security Dispatcher Specialist is responsible for leading Dispatcher operations for any given shift, including providing oversight for monitoring court activity, coaching dispatchers during the monitoring and controlling of Court Security staff, primarily through observing camera monitors and through the use of land mobile radio systems, guiding dispatchers through the selection of non-monitored cameras when incidents occur, and providing guidance and response options through communications and alarm systems for a 24-hour a day, 7-days a week, 365-days a year Security Control Center (SCC).

POSITION QUALIFICATIONS

Education:
  • High School Diploma or GED
Experience:
  • Two (2) years of public safety, security, or law enforcement experience including at least one (1) year in a lead or supervisory capacity
OR
Combined education and experience qualifications:
  • Two (2) years of experience as a Judicial Branch Security Officer may substitute for the supervisor/lead requirement
Other Requirements:
  • Must be qualified to carry and use, restraints, batons, and any department-issued less than lethal devices
  • Must obtain certification as a First Responder, Basic Life Safety, and CPR provider within six (6) months of employment or appointment
  • Obtain certification in defensive weapons tactics within six (6) months of employment or appointment
  • Applicants must have or obtain a valid Arizona Driver License by time of hire
Our Preferred Candidate has:
  • Three (3) years of law enforcement or military
  • Three (3) years of supervisory experience
Knowledge, skills, and abilities:
Knowledge of:
  • Supervisory principles, practices, and techniques
  • Principles, practices, and techniques used in court security, including patrol, investigation, prevention, security awareness, and internal investigations
  • State and federal laws and statutes, department post and general orders, and court orders and case law, including rights of citizens, search and seizure rules, and rules of evidence
Skill in:
  • Establishing and maintaining effective working relationships
  • Effective team leadership and implementing goals and objectives
  • Preparing clear and concise records, reports, correspondence, and other written materials
  • Assessing danger of a given situation and effectively neutralizing and de-escalating threats and taking quick and effective action with due regard for the risk and conditions of the situation

ESSENTIAL JOB TASKS
(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
  • Provides training, coaching, direction, and assignment of work to subordinate court security personnel in relation to the interpretation and successful implementation of policy, procedures, goals, and objectives as well as the effective deployment of court security personnel in the effort to ensure the security and safety of Judicial Branch facilities, Judicial Branch personnel, court clients, and the public.
  • Receives and transmits emergency and non-emergency calls to and from field units, supervisors, administration, support office personnel and other law enforcement agencies via radio, telephone, computer, or other communication equipment.
  • Assists the SCC Security Sergeant in ensuring compliance of department administrative and operational activities with all Federal, State, and local laws, as well as all County and Judicial Branch policies and procedures or administrative directives.
  • Monitors and coordinates the daily operational and administrative functions within the SCC for assigned shift; exercising independent judgment within broad policy guidelines, identifies operational issues, recommending alternative solutions to problems, and issues within the assigned areas of control.
  • Maintains the established department standards of integrity, professionalism, values, and operational goals through the effective application and implementation of all policies, procedures, and regulations.
  • Coordinates and ensures the effective deployment of subordinate security personnel for optimal security coverage, staffing, and performance for their assigned shift.
  • Observes and provides feedback to the Security Sergeant regarding subordinate personnel individual performance in relation to the established performance standards, organizational and department expectations, and compliance with all established and published policies and procedures.
  • Assists staff in resolving complex issues and concerns related to security procedures and processes and handles highly critical functions that arise during assigned shift.
  • Monitors Court security activity via the CCTV systems, assessing incidents and manages Court Security Officer (CSO) and First Responder support to the scene.
  • Receives, coordinates, and disseminates critical info from various sources while maintaining emergency communications with the 42 JBSD Security Posts, MCSO Court Security Division Dispatch and APD Control Center.
  • Creates and maintains the JBSD Security Blotter, panic alarm tracking logs and computer automated records while maintaining clear and concise records, reports and other written materials.
  • Operates the CCTV Video Management Systems to identify individuals in real time and download video as required for evidentiary purposes; manages the PLC system; conducts panic alarm testing throughout the Judicial Branch as required.
  • Maintains awareness of the status of CSO's.
  • Dispatches CSO’s and law enforcement agencies in response to calls for service and supporting emergency services as required
  • Monitors the Programmable Logic Controller (PLC) and associated cameras to ensure appropriate access to court facilities through remotely operated gates and barriers
Working conditions:
Manages day-to-day SCC operations 24 hours/ 7 days a week in support of the Judicial Branch. The Judicial Branch Dispatcher Specialist manages the SCC shifts, requires 24-hour/7 days a week availability, and may be called to respond during days, swings, mid shifts, or weekends.
This position provides oversight and work direction to line officers at various posts within the department. Potential of high noise levels. Potential of exposure to various contagions during the screening process.
While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than three feet away; sit for long periods of time; stand, walk, use hands and fingers to handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.
Judicial Branch facilities are located throughout Maricopa County. This position may be reassigned to other locations. Assignments will be made based upon the needs of the department.
