SUMMARY

The Human Resources Specialist provides recruiting and hiring support to the United States Department of Agriculture (USDA) Rural Development Human Resources Office (HRO) Employment Services Division (ESD). This position provides advice and assistance on all issues related to recruiting, staffing, and onboarding of qualified individuals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.


Conducts pre-recruitment consultation with Hiring Manager, job analysis and assessment strategy.

Creates new position descriptions.

Retrieves and maintains status of recruitment actions in HR SharePoint workload management system.

Correctly determines minimum qualifications, develops and applies crediting plans, rates and ranks candidates, and provides certificates of eligible candidates.

Works with the hiring official to develop and post job announcements and issue certificates of qualified candidates.

Posts job announcements, works with hiring managers to prepare recruitment checklists, standard assessment questions, and job analyses templates.

Issues tentative offer letters. Makes recommendations to HR and hiring and provides documentation to support the recommendation. Generates and sends a final offer letter, as approved by the customer.

Provides support to the Federal Hiring Official, and the Applicant/New Hire to mitigate concerns and delays in the process.

Provides the customer, and specifically the hiring official, with the status of the hiring process until a final selection or cancellation is made.

Following the issuance of a tentative offering letter, sends and collects all appropriate applicant forms and coordinates these forms with the federal staff, and initiates eQIP actions. Responsible for coordinating with the appropriate office if the customer takes responsibility for a form’s distribution and collection from the applicant.

Acquires and provides all new hire personnel data (e.g., personal demographics, address, health benefits elections, direct deposit, service computation dates validation information, and citizenship forms) to ensure the selected applicants can be entered into the payroll system.

Onboards selectees, codes appointments and accession actions.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will r eport any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor's degree (Master’s preferred) and a minimum of ten (10) years of relevant experience, or a combination of education / experience:

  • Six (6) years of directly related experience in a federal agency may be substituted for a Bachelor’s degree.

  • An additional four (4) years of directly related experience may be substituted for a Master’s degree.

Five (5) years of recruiting experience that includes at least three (3) years of experience in recruiting candidates in specifically identified occupations.

CERTIFICATES, LICENSES, REGISTRATION

Delegated Examining Unit (DEU) certification required.

Federal Government guidelines require US Citizenship or Green Card Holder.

Must be eligible for Public Trust Clearance.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of the Office of Personnel Management (OPM) regulations, USDA processes and procedures for the hiring and selection of personnel.

Knowledge of federal staffing rules (competitive and non-competitive).

Proficiency in the use of the USA Staffing (Federal Hiring Management system).

Solid analytical and problem-solving skills.

Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.).

Comprehensive knowledge of Human Resources staffing and classification policies, procedures, and methodologies with ability to accurately apply the Fair Labor Standards Act.

Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies, and precedents.

Comprehensive operational knowledge of OPM classification standards, federal position classification, position management, organizational development, and realignments.

Knowledge providing staffing guidance and operational services for the competitive job posting process.

Knowledge developing job analyses and assessment documents to support the hiring process.

Excellent verbal and written communications skills with proficiency in proofreading and editing.

Detail-oriented with solid proofreading and editing skills.

Exceptional customer service and relationship-building skills.

Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals.

Ability to organize work, set priorities, and determine resource requirements.

Ability to work independently and in a team environment.

Ability to advise and assist management in accomplishing personnel management responsibilities.

Ability to function as a technical expert and make decisions independently.

The pay range for this role is $100,000 - 110,000, with the final offer amount dependent on location, skillset, and experience.
