P rimary Purpose:
The HR Process Manager supports the Human Resources department's operational goals relating to processes including organizational and personnel data management, workflows for approvals, and other workforce initiatives and issues. The HR Process Manager does this by working with subgroups and leaders within the Human Resources department and across the entire enterprise to build, improve, and create processes, to manage cross-functional dependencies, and reduce risks. This job also is tasked with working with all parties involved in HR and human capital management related processes and projects, particularly during preliminary stages of implementations, to ensure objectives are met and that any downstream effects rooted in changes are addressed.

The successful HR Process Manager will make sure that deadlines are met for implementing changes. They also make sure documentation and job aids for new or modified processes are created and circulated to those effected. Individuals selected for this job will also need to be able to establish and monitor key performance indicators for all processes created to maximize efficiencies and reduce waste on an ongoing and continual basis. They will also be responsible for occasional audits of processes to make sure they are running as designed. This job also performs various HR-related administrative tasks and may need to help train new and junior employees and handle their work. In addition to training junior employees with the HR Operations group, the Process Manager may also need to train other HR employees, managers, and employees outside the department. Since this role will be responsible for high-impact and high-visibility projects, a successful candidate should have a solid business and project management knowledge base, excellent communication skills, and the ability to coordinate multiple teams. They must also have strong administrative skills to assist in general housekeeping when required and effectively handle the workload.

Principal Duties:
  • Acts as Business Role Owner (BRO) for HR related data and processes
  • Assess current business processes, identifies gaps, and simplifies internal procedures to drive efficiency.
  • Completes User Acceptance Test (UAT) for IT and provides feedback.
  • Develops and establishes business processes
  • Develops, reviews and revises program policies and procedures.
  • Develops and maintains data integrity audit reports to ensure corrections are applied.
  • Investigates data integrity issues and develops corrective actions to reduce future errors.
  • Performs other related duties as assigned by manager
  • Plans, directs, and administers various human resource programs.
  • Provides advice and counsel to department heads, managers, and staff on updating and interpreting programs.
  • Responsible for ensuring employee data is accurate, reliable, and consistent.
  • Researches, analyzes data, and prepares quarterly reports on HR trends, new HR project suggestions and current program goals and progress.
  • Serves as a coach and mentor for other positions in the department.
  • Writes and revises job classification specifications.

Minimum Level: 5 – 10 years

  • Must have knowledge of Business Processes and Process Mapping.
  • Ability to navigate through ambiguous and subjective scenarios.
  • Ability to understand customer needs and work with data to identify solutions.
  • Demonstrated ability to communicate effectively with internal and/or external stakeholders.
  • Ability to create and present process improvement reports and statuses for all levels of management.
  • Ability to lead and manage project teams and potentially multiple ones at times.
  • Manage external contractors when required.
  • Conduct ongoing analysis of processes in line with industry regulations.
  • Have a solid understanding of the rail industry business requirements and practices.
  • Results-orientated and takes ownership of tasks through completion.
  • Ability to work independently and collaboratively to accomplish assignments with minimal supervision.
  • Strong written and verbal communication skills, particularly for presenting and reports.
