Administer the planning, budgeting, programming, coordination, and evaluation of department operations for Housing, subsidized rental housing for low-income (Section Eight), elderly (new construction), and handicapped individuals (low rent), and maintain existing Public Housing Units.

Duties and Responsibilities

  • Prepare Department budget and process expenditures based on approved or amended budget.
  • Ensure appropriate information is maintained to comply with federal, state, and local mandated reporting requirements.
  • Review and update applicable County housing policy manual and administrative procedures.
  • Manage capital improvements, coordinate with real estate acquisitions and development, selection of rental tenants and housing renovation projects, property maintenance.
  • When delegated represent the County on financial, contractual, and administrative actions that involve HUD officials, State/Local Government Division State Housing Authority, local social service agencies, property owners, tenants, and other interested individuals or organizations.
  • Attend meetings of community and tenant organizations to discuss housing issues, answer questions, mediate disputes, and build public support for the program.
  • Prepare agenda items related to the Housing Department.
  • Ensure the development, communication, training and implementation of the Department’s Emergency Operations Plan (EOP). Communicate the Department’s EOP to all Department Staff. Train all levels of Department personnel on the EOP. Ensure full participation of all employees and that roles have been established and delegated to lower management. Direct and execute the Emergency Management Procedures for the Department ensuring the safety of all residents and employees.

Minimum Qualifications

  • Bachelor’s degree in business/public administration or related academic field.
  • Total of five (5) years work experience in business/public administration, with experience in public housing programs preferred. This includes two (2) years working in a management capacity. Previous experience in policy development and supervision is desirable.
  • Knowledge of the principles and practices of public housing administration.
  • Knowledge of federal, state, and local regulations governing the development and operation of public housing programs, social welfare, etc.
  • Knowledge of public administration and intergovernmental relations.
  • Knowledge of Federal Housing and Urban Development (HUD) regulations, policies, and/or procedures for proper implementation of program activities.
  • Knowledge of federal audit procedures and requirements, accounting principles and concepts.
  • Ability to prepare clear and concise administrative / technical reports.
  • Ability to develop and implement long-term plans and programs.
  • Ability to display effective interpersonal communication and presentation skills.
  • Ability to interact with Board of County Commissioners, governmental and private officials, the general public, and employees.

The offer of this Bernalillo County position requires compliance with the following:

Working Conditions

  • All essential duties are performed indoors.
  • Duties are performed in a temperature-controlled environment.
  • Duties are performed on an even surface, which may be carpeted or tile. Working surface is typically dry.
  • Work is done primarily alone and can be done with a select team at times.


Equipment, Tools and Materials

  • Equipment typically used in the performance of office duties include telephone, computer terminal, computer printer, computer keyboard, typewriter, photocopy machine, fax machine and calculator.
  • Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
