Housing Development Specialist- ARPA Home Repair Program

This position is responsible for managing the day to day function of the Home Repair program and other duties including processing home repair applications, assessing requests for repairs, communicating and interacting with clients, vendors, coworkers, and volunteers. The selected candidate will work under the supervision of the Economic Development Manager. This position is temporary and will end at the close of the American Rescue Plan Funds in 2026. If there is an extension to this position it will be discussed with the selected candidate prior to close date.


Essential Functions:

  • Complete applications and intake for residents requesting Home Repair Services.
  • Make eligibility determinations on repairs requested
  • Manage assignment of contractors.
  • Ensure contractors licenses and insurances are up-to-date
  • Ensure all paperwork and documentation is complete and up-to-date
  • Coordinate payments to contractors
  • Performs responsible administrative work involving program development, evaluation, research, public information, and management assistance functions for various housing programs within the Economic Development Division.
  • Participate in strategic planning for assisted and affordable housing programs.
  • Submits proposals for the allocation of program resources.
  • Follow up with final inspection as appropriate
  • Enter all Home Repair Program data into database and maintain resident electronic file.
  • Keep track of all application processes
  • Market Home Repair Program to the community through targeted outreach.


Knowledge, Skills, Abilities

  • Communicate orally with residents, contractors, or the public via face-to-face, by telephone, or in a group setting
  • Produce documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Enter data or information into a terminal, PC, or other keyboard device.
  • Interpret and apply federal, state and local ordinances, laws, and regulations related to housing and community development programs.
  • Work cooperatively with other City departments, other governmental agencies, private organizations and the public.
  • Make significant decisions and exercise resourcefulness in resolving new problems.


Requirements

High School Diploma/

A minimum of 2 years’ experience with housing development, housing rehabilitation, or neighborhood revitalization or related

A valid Michigan Driver’s License

Prefer some administrative knowledge
