Under the general supervision and direction of the Community and Economic Development Director, the Housing Coordinator is responsible for administering, coordinating, and managing all aspects of the Housing and Redevelopment Authority’s public housing (currently in the process of converting under RAD/Section 18 Blend conversion option), project-based rental assistance, and other property management, rental assistance and/or housing assistance programs.

First review of applicants will be in two weeks.

Examples of Duties

Under general supervision from the Director, the Housing Coordinator is responsible for administering, coordinating, and managing all aspects of the Housing and Redevelopment Authority’s public housing (currently in the process of converting under RAD/Section 18 Blend conversion option), project-based rental assistance, and other property management, rental assistance and/or housing assistance programs. Responsibilities includes supervision of all work activities and staff engaged in the administration of the US Department of Housing and Urban Development (HUD) and Minnesota Housing Finance Agency (MHFA) programs – not limited to managing tenant relations, lease enforcements, and monthly reporting. This position involves planning, coordinating, and developing strategies to maintain high occupancy, decrease delinquent accounts receivable, and achieve a Satisfactory or High Performer rating from HUD or MHFA. This position manages REAC, PIC and related reporting systems, ensures compliance with all federal reporting requirements, facilitates the preparation of Public Housing Agency plans and capital fund program financial reports, Public Housing Assessment System certifications, and all HUD paper and electronic report submissions.


Essential Duties and Responsibilities

Housing

The Housing Coordinator is responsible for the property management and management of rental assistance programming offered by the US Department of Housing and Urban Development (HUD), the Minnesota Housing Finance Agency (MHFA), and the Elderly Housing Corporation of Faribault (Robinwood Manor), including but not limited to Low Rent Public Housing (currently in the process of converting under RAD/Section 18 Blend conversion option), project—based rental assistance (Robinwood – 51 unit building), and City-owned rental properties.

  • Provides residential rental property management and services as assigned. This includes preparing and monitoring fiscal policies and annual budgets for the housing programs.
  • Assists in planning and implementing housing operating procedures.
  • Develops and implements capital improvement plans, including submittal of plans to HUD and MHFA, and processing annual plan amendments if required.
  • Develops and implements routine and preventative maintenance programs.
  • Ensures compliance with complex state and federal regulations, reporting, and monitoring requirements and deadlines.
  • Monitors and evaluates compliance with housing authority policies and procedures.
  • Supervises and manages maintenance and property management employees, maintenance contractors, and professional service vendors – including preparing, processing, and enforcing annual maintenance contracts.
  • Coordinates all procurement activities necessary for project planning and implementation, including maintenance contracts, and ensuring that city, state, and federal procurement regulations are followed.
  • Keeps informed on Fair Housing Laws, regulations, PIH notices, and other HUD documents, notices, and rules. Informs the Director and HRA if/when new rules and regulations must be incorporated into operating procedures, policies, and plans.
  • Responsible for all HUD monthly/annual reporting, REAC inspections, and audits.
  • Maintains accurate data in the HDS software and computer systems.
  • Enforce tenant Dwelling Leases for compliance with federal, state, local laws and policies.
  • Provides monthly reports to the Faribault Housing and Redevelopment Authority

Rehabilitation

The Housing Coordinator manages housing rehabilitation programs offered by the Faribault Housing and Redevelopment Authority (HRA), MHFA, the US Department of Agriculture (USDA), and others.

  • Under the direction of the Director, develops program guidelines and applications, and tracking and monitoring systems for program implementation.
  • Promotes programs to eligible applicants.
  • Processes program applications, under the supervision of the Director, preparing recommendations and applicable paperwork for awards (loan documents, satisfactions, etc.)
  • Researches best-practices and programs offered by other housing authorities, to make recommendations for programs that will benefit the community and further the mission of the HRA.
  • Monitors program budgets and makes budget recommendations for future housing rehabilitation program

Housing & Redevelopment Authority (HRA)

Serves as the primary staff liaison to the Faribault HRA.

  • Prepares agendas and monthly reports to keep the HRA members informed of program activity.
  • Makes program recommendations and monitors program activities and budgets. This includes reviewing legislative proposals on their potential impact.
  • Works with the Director on budget preparation.

Other Programs

Works in collaboration with the Director to develop and manage other miscellaneous housing programs including but not limited to; manufactured home programs, down payment assistance, new housing development and Housing TIF Districts, property acquisition, and elimination of blight.

  • Develops and maintains partnerships and relationships with other agencies such as Three Rivers Community Action Inc., Habitat for Humanity, Healthy Community Initiative, Rice County Housing and Redevelopment Authority, and others.
  • Stays informed on housing related topics, best-practices, and federal requirements.

Typical Qualifications

Minimum Qualifications

  • Graduation from a college or university with a bachelor’s degree in housing, community development, urban affairs, urban planning or a closely related field, and
  • Two (2) years of related experience; or
  • Any equivalent combination of education and experience.
  • Possession of a Minnesota driver’s license or ability to obtain one prior to employment.


Desirable Qualifications

  • Experience working with HUD programs such as Public Housing.
  • Knowledge of Public Housing Administrative Plans, HUD rules and regulations and other federal regulations, experience with HUD systems including Public/Indian Housing Information Center (PIC) and housing assistance payment (HAP) utilization.
  • Knowledge of property management practices and enforcing lease agreements.
  • Knowledge of Fair Housing laws and other laws governing rental property and tenants’ rights
  • Knowledge of housing software programs and electronic data reporting systems
  • Highly organized with the ability to systemize procedures.
  • Ability to make daily decisions based on federal regulations.
