The GIS Analyst supports Plains' Geographic Information Systems (GIS) and Operational Data Services (PODS) teams in the operation of the Pipeline Open Data Standard (PODS) and Arc Spatial Data Engine (ArcSDE) databases. These two functional teams work together to provide accurate pipeline asset data for use in safety compliance and effective decision-making for the organization.
The day-to-day work of the GIS Analyst involves using a variety of applications, protocols and workflows to process, load, and maintain pipeline assets, integrity, and performance data (pipeline data) to PODS and ArcSDE.
Job Responsibilities
  • Maintain pipeline data in PODS and ArcSDE using Facility Manager and ArcGIS applications.
  • Process Management of Change (MOC) notifications in PODS.
  • Process and load pipeline maintenance and inspection records from PAA Integrity, Engineering and Operations & Maintenance procedures.
  • Process and load other pipeline asset data in PODS and ArcSDE using a variety of data processing and loading applications.
  • Perform pipeline centerline maintenance tasks, including centerline calibration using In-Line Inspection and legacy as-built data.
  • Processes and Loads as-built project databases from new pipeline construction projects.
  • Process Inline Inspection, Close Interval Survey, Annual Survey, Depth of Cover One Call and other integrity and performance data for use in Data Integration.
  • Prepare PODS/ArcSDE updates from findings in the Preventive and Mitigative Measures meetings.
  • Create and maintain Engineering Alignment and Data Integration sheets.
  • Assess and reconcile data loading problems.
  • Resolve and/or escalate data issues in a timely manner.
  • Performs PODS and ArcSDE data quality control reviews
  • Plans and implements PODS data migration and database upgrades
  • Some travel up to 25% may be required.
Knowledge, Skills, and Experience:
Required
  • Bachelor’s degree in Geographic Information Systems (GIS), Engineering, or other technical discipline with 3+ years of experience as a GIS or data analyst or equal.
  • Able to communicate clearly and concisely in writing and verbally across all levels within the organization
  • Proficient at collecting, organizing, analyzing, and processing large amounts of data with attention to detail and accuracy.
  • Ability to identify data issues and problems.
  • Strong analytical skills.
  • Experience with Microsoft Excel and Microsoft Access.
  • Experience with ESRI ArcGIS software.
  • Able to work under limited supervision; self-motivated.
  • Cleared criminal history (background) check and satisfactory reference checks
  • Compliance with the company’s Drug & Alcohol Policy including pre-employment testing
  • Valid state driver's license and driving record satisfactory to the company and its insurers
Preferred
  • Experience and/or knowledge of field maintenance operations and/or pipeline integrity activities a plus.
  • Able to write basic to intermediate SQL queries is a plus.
