The Department of State Police (POL) is the primary public safety agency for the Commonwealth of Massachusetts. The Forensic Services Division provides professional forensic services to the Commonwealth's criminal justice system.

POL is currently seeking a responsible and motivated Human Resources liaison for our Forensic Services Division. the Forensic Services Division (FSD) Human Resources Liaison is responsible for supporting the day to day functions of personnel activities within the FSD, including, but not limited to, directing and coordinating all human resources activities such as employment, compensation, labor relations, benefits, and training within the FSD, and developing and implementing policy consistent with existing policies and procedures established by the Human Resources Division of the Commonwealth and Forensic Services Division accreditation standards.

The Manager is responsible for ensuring FSD employees receive proper human resource information and instructions; resolution to related issues and compliance with all applicable state and federal laws, rules, regulations, policies, procedures that impact and govern employee benefits are followed.

In addition, the Manager utilizes summary reports to track HR activities within the FSD and develops processes and quality assurance reviews to ensure streamlined workflows. All work will require quality assurance reviews and quality controls to ensure consistency and accuracy.

The successful candidate will be a diligent, engaged, inspirational leader who is detail oriented and organized.

Preferred Qualifications:

  • Knowledge of strategic and operational planning processes related to human resources and employee relations.
  • Significant management experience and collaboration with professionals.
  • Proficiency in Microsoft Excel, Word, PowerPoint, Teams, SharePoint and Outlook.
  • Ability to understand, apply and explain pertinent laws, rules, regulations, policies, and procedures.
  • Knowledge of the methods used in the preparation of charts, graphs and tables, and of the methods of general report writing.
  • Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations.
  • Skilled in problem solving, consensus building, conflict resolution and team building.
  • Ability to interpret policies and procedures when responding to requests for information.
  • Skilled in the areas of process improvement and strategic planning.
  • Strong written, oral communication and organization skills.
  • Ability to work independently and collaboratively.
  • Ability to manage time and set priorities and reach decisions under pressure.
  • Experience with Commonwealth Systems, MassCareers, Human Resources and Compensation System (HR/CMS), Commonwealth Information Warehouse.


Qualifications
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
