If so, then you may be interested in applying for the Fiscal Monitoring and Data Specialist position with DLI’s Workforce Services Division.

This position serves as primary fiscal monitoring specialist and works as part of a Division Monitoring and Compliance team to conduct fiscal and program monitoring for multiple workforce programs within the Workforce Services Division (WSD) to ensure compliance with all federal and state financial laws, rules, and policies as they relate to specific programs. Also assists team with conducting Data Validation and Program monitoring to ensure data accuracy, ensure compliance with state and federal laws, rules, and regulations, and demonstrate program effective¬ness for federal reporting. Fiscal and program compliance is required to receive federal funding. This position may also assist with federal reporting and data validation requirements, along with policy review and development efforts to help the Department collect and maintain quality data for reporting requirements as well as with decision making efforts.

Knowledge of:

  • Generally Accepted Accounting Principles and procedures of governmental accounting.
  • Federal grant administration, practice and procedures.
  • Accounting systems.
  • Research and analysis techniques.
  • Various program management practices, theories, systems.

Skills in:

  • Reviewing fiscal practices and procedures for compliance with established policies and practices.
  • Analyze information, make decisions, and devise solutions to problems.
  • Program management and plan implementation.
  • Developing graphical representations of data and processes.
  • Policy Development.

Ability to:

  • Analyze, interpret and apply laws, regulations, complex policies, data and results.
  • Plan, organize, gather information and conduct research.
  • Manage multiple complex projects simultaneously.
  • Build working relationships among individuals with varying technical abilities.
  • Communicate effectively verbally and in writing.
  • Operate a personal computer and general office to complete the essential functions, including using spreadsheet, word processing, database, email, internet and other computer programs.

MINIMUM QUALIFICATIONS

The essential duties of this position are typically acquired through the following combinations of relevant education and experience equivalent to six years.

  • Bachelor’s degree in Business Administration, Accounting, Finance, or a closely related field.

  • Two years of directly related experience.

OR

  • Six years of directly related qualifying experience.

  • Equivalent combinations of education and experience will also be considered.

Preferred experience:

  • Knowledge of state and federal workforce programs, State of Montana accounting systems, policy development, and digital record-keeping systems.

  • Experience coding in R or SQL is preferred, but not required.

Salary: $ 48,377.00 - 59,087.00 Yearly
