Duties

The purpose of this position is to plan, coordinate, and perform Financial Management analysis, and quality reviews, of squadron and group level accounting and financial management programs. Work involves preparing, analyzing, presenting, and advising on financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of Air National Guard operations, training, and readiness missions.

The Position will:

  • Serve as the Commander's Support Staff point of contact for day-to-day budget/financial issues; work with Comptroller Flight's budget office to obtain, monitor, and track organization's funds; work closely with commanders and supervisors in utilization of resources, resolving problems, and determining funding/resource requirements.
  • Use financial management and other automated systems and computer-generated products in accomplishing budgeting assignments; perform quality checks of the organization's automated system database information, working with appropriate point of contact to resolve any significant problems.
  • Provide interpretation of financial guidance to unit commanders, Resource Advisors (RA's), orderly room personnel, and others.
  • Prepare/edit narrative justifications for projected funding needs and submits to the Comptroller Flight's Budget Office; review annual funding allocations received from the Comptroller Flight's Budget Office in conjunction with all quarterly funding needs to ensure funding allocations are adequate to meet all projected requirements.
  • Serve as Unit Workday Control Officer (UWCO), responsible for monitoring and advising on the use of all workdays and dollars.
  • Serve as the Commander's Support Staff's Agency Program Coordinator for the Government Travel Card (GTC) program.
  • Performs other duties as assigned.

Qualifications

AREA OF CONSIDERATION :
Area I: Current on board DCNG Title 32 and Title 5 Federal Employees only.
Area II: Current Competitive and Excepted Federal employees nationwide and individuals eligible for veteran's preference.
Area II: All groups of Federal re-employable eligible.

GENERAL EXPERIENCE : A new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data. However, all series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level.

SPECIALIZED EXPERIENCE : Must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have an excellent understanding of the basic principles and concepts of the Air National Guard financial business program requirements. Must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. To qualify you must be eligible for entry into the position's financial management certification career program before final approval and appointment is processed.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CONDITIONS OF EMPLOYMENT & NOTES:
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Incumbent must complete the DoD Financial Management Program course instructions to meet the position's required DoD Financial Management Program Certification, within two years of hire.
As a condition of continued employment in the GS-0501-09 positions, dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.

Education

  • Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

**Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill finance training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry-level position.
