The Finance Department's Central Procurement Division is seeking two candidates to fill vacancies for a Finance Procurement Officer and a Finance Procurement Officer*Lead positions to support our four teams: Contract Administration, Competitive Procurements, Alternative Procurements, and Operations and Training.

The Finance Procurement Officer is involved in a variety of procurement activities including preparation of specifications, the competitive solicitation process, and preparation, renewal, and administration of contracts citywide. The Finance Procurement Officer handles complex procurements and contracts many of which are larger in scope to support multiple, citywide departments.

The Finance Procurement Officer*Lead position performs very similar duties as the Finance Procurement Officer, and will have additional responsibilities and oversight of team activities and objectives.

All positions require the use of critical thinking skills, initiative, and professional judgment.

IDEAL CANDIDATE

  • Knowledge of local, state, and federal laws related to procurement.
  • Ability to correctly interpret complex laws, regulations, and agreements and to follow policies and procedures.
  • Ability to break down complex information into comprehensive parts, ask questions, and synthesize and analyze the information.
  • Ability to effectively prioritize and manage multiple projects and meet deadlines.
  • Excellent written and oral communication skills.
  • Provide exemplary customer service.

SALARY


Finance Procurement Officer: $61,110 - $92,893 annually. Candidates may be hired up to $92,893 depending upon qualifications.

Finance Procurement Officer*Lead: $67,538 - $102,565 annually. Candidates may be hired up to $102,565 depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in public or business administration, or a related field.
  • Three years of experience preparing and administering professional services contracts in a public sector setting.
  • OR Completion of the city sponsored Procurement Apprenticeship Program.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience in a governmental (federal, state, or local) procurement role responsible for processing competitive solicitations.
  • Experience preparing and administering contracts.
  • Experience with SRM or other e-procurement system.
  • Experience leading projects and/or initiatives.
  • Experience supervising, guiding, or mentoring professional staff.
  • Prior experience in roles requiring a similar skillset such as account manager, educator, law/paralegal, IT/project manager.
  • Certification as a Certified Public Procurement Buyer or Officer.
