Cost Analyst

J O B D E SC R I P T I O N :

Logapps is currently seeking a Cost Analyst with experience developing estimates for the Federal
Government. This position supports a Federal agency that is responsible for implementing large-scale
Information Technology programs whose budgets range from $10M to $1.0B. Cost estimates support the agency’s budget planning process, procurements, technical decisions, as well as project and portfolio go/no-go decisions.

The analyst will work remotely as part of a team that reports to a senior manager. As part of this team, the analyst will interact with PMO teams, stakeholders, and vendors to collect requirements, staffing, pricing, and other information. Successful candidates should be comfortable interacting with staff at various levels as well as presenting to senior level customers.

This position gives the analyst opportunity to work in a variety of acquisition-related areas. The successful candidate will be responsible for all facets of the estimation process to include research, information gathering, analysis, modeling, presentation development, and report writing. Typical deliverables are Life Cycle Cost Estimates, Independent Cost Estimates, and Analysis of Alternatives.
Other projects may also include business case analysis and dashboard development.

This position requires a public trust clearance. Candidate must be a US citizen.

P R I MA R Y R E S P O N S IB I L I T I E S :

• Develop cost estimates using a variety of techniques, including statistical modeling, parametric analysis, engineering build up, and analogy
• Communicate with and gather information from Program Managers, technical subject matter experts, and other members of the Program Management Office.
• Estimate software size, team productivity, and development costs using parametric tools and MS

Excel

• Develop cost and budget models using MS Excel
• Document analysis findings in MS PowerPoint presentations and MS Word document

S E C O ND A RY R E S P O N S I B I L I T I E S :

• Conduct research into the costs and capabilities of products available in the market (market research)
• Respond to inquiries from external oversight organizations such as GAO

B A S IC Q UA L I F I C A T IO N S :

• Bachelor’s degree from accredited university or college. Business or STEM-related field is a plus.
• 5 to 10 years of work experience in acquisition with at least 3 years of experience in cost estimation
• Experience working in Information Technology programs
• Experience developing cost estimates to support budget formulation, engineering roadmaps, or executive decisions
• Proficient in Microsoft Excel, including formulas, table construction, advanced functions, lookups, and filters
• Sound analysis, research, and fact-finding capabilities
• Basic business writing skills
• Presentation and communication skills
• Ability to work both as a member of a team and independently
