The Office of the City Attorney is seeking a highly qualified applicant to fill one vacancy for an Executive Assistant to the Assistant City Attorney. This is an exciting opportunity for an individual who has demonstrated experience in performing complex administrative tasks and the ability to provide excellent support to executive management.

Under general direction of the Assistant City Attorney (hereinafter “Chief Assistant City Attorney”), the Executive Assistant to the Assistant City Attorney provides responsible, complex and highly confidential secretarial and administrative support to the Assistant City Attorney. This position requires great use of discretion, initiative and independent judgment. The Executive Assistant to the Chief Assistant City Attorney must be able to interpret policies and procedures on a citywide basis, complete special assignments of a complex nature that require research and follow-up and supervise assigned clerical staff. The Executive Assistant to the Chief Assistant City Attorney must be able to prepare and file pleadings with the courts, calendar court dates and provide general support to the General and Complex Litigation Division and coordinate with other Executive Assistants and prepare and issue City Council closed session agendas and related materials. Responsibilities include ongoing contact with City Council members, government and agency officials, representatives of community and business organizations and all levels of City staff. This position requires the ability to work independently, set priorities, meet critical deadlines and handle multiple priorities with constant interruptions. The Executive Assistant may provide immediate, general or indirect supervision to subordinate staff. The work environment is fast-paced, and deadline driven and may from time to time require that the Executive Assistant work after hours to support the Chief Assistant City Attorney with meetings or other work.

The ideal candidate must have the ability to work independently; simultaneously handle multiple priorities with constant interruptions; meet critical deadlines; understand the organization and operations of the City and outside agencies; exercise judgment, initiative, tact, courtesy and discretion in his or her work; plan organize and schedule priorities in the office; communicate effectively orally and in writing; demonstrate proficiency in Microsoft Office software including but not limited to Word, Excel, Power Point and Outlook, and the ability to maintain effective work relationships with those contacted in the performance of required duties.

This position is an at will position, exempt from the provisions of the City of Oakland Civil Service Rules.

Examples of Duties

  • Receives and screens visitors and telephone calls.
  • Handles highly confidential information.
  • Reads and distributes mail.
  • Briefs the Chief Assistant City Attorney on potentially sensitive or urgent matters.
  • Assists the Chief Assistant City Attorney in administrative duties by checking project status,
  • relaying information and keeping abreast of pertinent activities.
  • Reviews finished documents for accuracy, format, compliance with court rules and appropriate
  • English usage.
  • Performs litigation support duties such as filing pleadings with the courts, calendaring court dates, researching court case information and other litigation-related tasks.
  • Serves as liaison between the Chief Assistant City Attorney and City Administrator, Agency Directors, City officials, media and the public.
  • Schedules appointments maintains calendar and coordinates meeting and travel arrangements utilizing E-mail and the Internet.
  • Types drafts and a wide variety of finished documents from notes, recording devices or brief written or oral instructions.
  • Prepares information for meetings.
  • Resolves problems and performs special assignments as required.
  • Provides information that requires the use of judgment and the interpretation of policies and procedures.
  • Provides executives with information regarding new administrative decisions, policies, activities and events.
  • Develops and maintains complex and extensive files.
  • Composes routine correspondence.
  • Researches, compiles and summarizes a variety of informational materials.
  • Provides follow-up and acquires information regarding inquiries and problems using knowledge of City services and programs.
  • Organizes and coordinates work, sets priorities, and meets critical deadlines.
  • Supervises assigned clerical staff.
  • Prepares closed session agendas and performs other closed session related tasks such as noticing closed session meetings, finalizing closed and open session reports and packets, and assisting with distribution of those reports and packets.
  • Finalizes and watermark legal opinions.
  • Serves as a back-up to Executive Assistants to the City Attorney and the Chief Assistant City Attorney of the Advisory Division.
  • Drafts conditional and unconditional offer letters for General and Complex Litigation new hires and other new hires or promotions upon request.

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

Education:
Equivalent to the completion of the twelfth grade. Business or secretarial college course work is desirable.
Experience:
Two years of experience comparable to Executive Assistant in the City of Oakland. External applicants should have at least six years of experience performing progressively responsible
administrative and clerical support to an executive management level position to qualify.

Other Requirements:
Bilingual skills in Cantonese, Mandarin, Spanish or Vietnamese is highly desirable.

This classification is exempt from overtime compensation per the Fair Labor Standards Act (FLSA) Administrative exemption criteria.
KNOWLEDGE AND ABILITIES:
Knowledge of:
  • Modern office administrative practices and procedures, including records management.
  • Operation of standard office equipment including, computer systems and applications, facsimile and recording equipment.
  • Correct English usage, including spelling, grammar, punctuation, and vocabulary; editing.
  • Municipal government administration and organization.
  • Public contact skills.
  • Principles of supervision and training.
Ability to:
  • Use initiative and independent judgment within established guidelines.
  • Understand the organization and operations of the City and outside agencies as necessary to assume assigned responsibilities.
  • Exercise judgment, initiative, tact, courtesy and discretion in dealing with other departments, City officials, outside agencies and the public.
  • Plan, organize and schedule priorities in the office.
  • Work independently and set priorities.
  • Transcribe from recording equipment; prepare detailed minutes of official meetings.
  • Compose routine correspondences from brief instructions.
  • Supervise, train and evaluate assigned clerical staff.
  • Make arithmetic and statistical calculations.
  • Maintain confidential data and information.
  • Type accurately at 50 words per minute.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
