Eagle Health is seeking an Ethiopia COVID-19 Coordinator (Technical Advisor) to join our team in support of the US Agency for International Development (USAID).

Under this task order, the Contractor will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a COVID-19 Coordinator to USAID’s Ethiopia Mission.

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the Agency assists individuals to build their own futures by mobilizing the full range of America's public and privacy resources through its expert presence overseas.

As of 15 September 2022, Ethiopia has received 66.6 million doses of which 57.8 million doses have been dispersed to regions while 8.8 million remains in central stock. The country has administered 52.6 million doses benefiting 43.1 million people with the first dose and 36.8 million people with full dose. The country’s target is to reach 66.8 million people with vaccinations. Currently, 65% of the target population has been reached with the first dose while 55% of the target has received a full dose of the vaccine. Sixty percent (31.8 million doses) of the administered vaccines are manufactured by Johnson & Johnson followed by 19% (10 million doses) from Sinopharm, 12% (6.4 million doses) from AstraZeneca and 8% (4.4 million) from Pfizer.

Through supplemental funding from the Global Health Office, USAID Ethiopia has been supporting the national COVID-19 vaccine roll out through various implementing mechanisms at federal, regional, and sub-regional level around planning and coordination, operational support to the micro-planning, training and liability support, supply chain technical assistance, data management to track last mile vaccine delivery, as well as risk communication and community engagement. With American Rescue Plan Act (ARPA) funding, USAID/Ethiopia continued to support these areas through multiple mechanisms aligning its efforts with MOH priorities and gaps and other stakeholders investment. Given the additional $25 million COVID-19 funds the Mission just received (in addition to the previous trenches of 20.5 million USD), there is a need to ensure effective utilization of these funds through strong coordination and monitoring of the Activities receiving those funds. USAID had a COVID 19 vaccine consultant hired through GH-TAMS to support coordination of these activities whose contract ended by July 2022 which was focusing mostly on the vaccine effort. As such, USAID proposes engagement of a consultant to facilitate information sharing and coordination to avoid duplication of efforts and ensure integration of activities encompassing all COVID 19 responses beyond the vaccination effort and to ensure implementation of activities is geared towards the intended targets whilst strengthening the health system.

Responsibilities:

  • The COVID-19 Advisor will support implementation and monitoring and evaluation of the work plans developed by the various ARPA and COVID supplemental fund recipient mechanisms; ensure the work plans are aligned with the national vaccine deployment plan and are well coordinated among each other and any other vaccine support mechanism. The consultant will review the monthly and quarterly reports of the mechanisms and conduct site visits to ensure effective and efficient implementation of work plans. The consultant will convene a regular touch-base meeting for these activities to ensure efficient and consistent flow of information and coordinated support for the national COVID response and vaccine roll out.

As of October 1, 2022, there are 15 Activities that receive ARPA and COVID supplemental funds. These include Amhara Development Association (ADA), Breakthrough Action (BA), Beza Prosperity Development Organization (BPDO), Core Group Polio Project (CGPP), Digital Health Activity, Freight in Time, Integrated Service on Health and Development (ISHDO), Mary Joy, Routine Immunization Transformation and Equity (M-RITE) , Promoting the Quality of Medicines + (PQM+), Project Hope, Population Services International (PSI), procurement and Supply Management (PSM), Reach Ethiopia and Reaching Impact Saturation and Epidemic Control (RISE).

The consultant will also attend technical working group (TWG) meetings and coordination platforms at federal as well as regional level that are supported by the activities to provide the necessary guidance and support. The consultant will liaise with the National Vaccine Lead at the Minister's office of MOH, and the ICC lead, USAID COVID-19 Task force (Covid-19 TF) to ensure better alignment of activities and to ensure gaps are addressed as early as possible and in an efficient manner.

  • Review work plans of ARPA-funded mechanisms and give input if modifications are needed to ensure alignment with USAID/Ethiopia guidance as well as MOH priorities.
  • Review regular reports of the ARPA-funded mechanisms and provide necessary feedback to ensure efficient delivery of interventions in line with the activity objectives.
  • Identify any challenges that need attention from ARPA-funded activities as well as COVID-19 prevention and treatment programs, including vaccine rollout, and help address them or escalate them to relevant bodies.
  • Convene review meetings among the ARPA-funded activities and other relevant stakeholders to document lessons learned and best practices and share among the various activities.
  • Track the progress of the vaccine roll out at national and regional level per target and brand of the vaccine and share it with the mission.
  • Engage in various national and regional TWGs and coordination platforms to provide necessary technical guidance and input to the overall COVID mitigation program.
  • Assist IPs in documentation of best practices, and in showcasing USAID’s COVID-19 support and success stories for wider communication.
  • Provide technical assistance to MOH, ICC, Ethiopia Public Health Institute (EPHI) and other relevant agencies on necessary areas to support implementation of the national COVID-19 vaccine roll-out.
  • Provide regular technical updates on the national COVID-19 pandemic and response efforts to the agency (from vaccination point of view) to help the agency follow a sound and robust COVID-19 approach.
  • Additional COVID-19 related assignment as requested by the agency’s COVID-19 TF.

Requirements:

  • Master's degree
  • Public health background with over 10 years of professional experience, including in leading national emergency health and vaccination program; experience in COVID 19 mitigation and COVID vaccination coordination and roll out is preferred; good coordination and leadership skill; strong experience of working in developing context and demonstrable experience in documentation and monitoring and evaluation of complex public health programs; effective verbal and written communication; strategic thinking and planning, ability to build effective partnership within an organization as well as with host country government counterparts; demonstrated ability to complete deliverables with minimal supervision.
  • Ability to obtain and maintain a Public Trust clearance for Facility Access
