The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Regulations Division. We are looking for an energetic leader who will help create and maintain an inspiring team environment with a culture of open communication and innovation. Your project management team is responsible for helping the forest practices Adaptive Management Program administer a multi-million-dollar portfolio of scientific forestry studies and related projects. The results of these scientific projects are used by the Forest Practice Board to decide when it’s necessary or advisable to adjust administrative rules and guidance that guide management of timber harvest and other forest practices across about 12 million acres of private and state forests within Washington.

Duties

Responsibilities:
This senior level position is responsible for supporting Washington State’s multi-caucus Forest Regulations Adaptive Management Program by managing the effective and efficient execution of Cooperative Monitoring, Evaluation, and Research Committee (CMER) research and monitoring initiatives. This position reports to the Adaptive Management Program Administrator (AMPA) and acts as a representative of the AMP to the multi-caucus CMER and TFW Policy committees.

This position ensures project accountability by working with state federal, tribal, and local government; large and small landowners; and conservation groups and other caucuses to develop, track, and oversee research and monitoring program scopes of work, schedules, contracts, budgets, and deliverables.

This position is responsible for supervising and managing the two Environmental Planner 4 and one Environmental Planner 3 positions in the AMP. The majority of work involves leading AMP project management staff in working with private and public scientists and consultants, and other interested individuals and groups outside of the agency. These stakeholders provide policy guidance and science-based recommendations and technical recommendations to assist the Forest Practices Board in determining if and when it is necessary or advisable to adjust forest practice laws, rules, and guidance for aquatic resources to achieve Habitat Conservation Plan resource goals and objectives.

Research, Monitoring, and Technical/Peer Review

Responsible for ensuring, facilitating, and monitoring appropriate technical and peer reviews of research and monitoring project products; including facilitation and monitoring of CMER and SAG responses to those reviews.

Supervise and mentor Project Management staff in support of the Adaptive Management Program (AMP)
  • Prepares annual reviews, approval of timesheets, work schedules, and training needs for Project Management staff. Works with AMPA to assure appropriate and optimum use of the program’s resources, and enhance the effectiveness of employees through timely mentoring, support and leadership.
  • Organizes, assigns, and directs AMP project managers’ work, including communicating strategies for being successful, balancing workload demands and Quality Assurance of products.
  • Provides verbal and written feedback to EP4 and EP3 staff as needed to support continued improvement in the AMP.
  • Provides guidance affecting policy, planning and project management through the development of workflow and direction to the other AMP project managers.

Research and Monitoring Work Plan and Program Budget development
  • Assists with research and monitoring program budget planning, and scoping future funding needs. Works with the the Adaptive Management Program Administrator, Project Teams, SAGs, CMER and project proponents on research and monitoring project identification, prioritization, and development; contributes to annual work plan and budget development and adoption.
  • Oversees Adaptive Management Program project budget tracking. Seeks opportunities for continual improvement in project budget tracking.
  • Contract Development
  • Works with responsible participants to develop RFPs/RFQQs, review contractor proposals, monitor contract work and deliverables, and manage budgeting, schedule, and scope changes.
  • Develops and oversees project contracts, scope of work, schedules, and budgets. Manages the ongoing evaluation of project performance and accountability. Implements corrective action of consultants and assigned project staff as appropriate. Works with the Contract Specialist to ensure contract compliance with all laws, policies and regulations.

Development of Protocols, Standards and Project Management Tools
Provides guidance on policy, planning, and project management through the development of workflow and process tools. Implements processes and tools to measure project performance. Develops and supports the implementation of project management tools and lessons learned to bring about continuous improvement and transparency. Assists with revisions to annual CMER work plans or the Protocol and Standards Manual.

Qualifications

Required Qualifications:

  • Bachelor’s degree with major emphasis on earth sciences, natural resource planning, forestry, or a closely related field.
  • 5 years professional experience serving as a project manager responsible for developing project management plans and contracts with statements of work, budgets, schedules, and deliverables.
  • 3 years serving as a supervisor to professional staff, including the responsibility for hiring, annual reviews and performance expectation plans, and discipline.

Special Requirements and Conditions of Employment :
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
  • Travel is required for multiple CMER meetings. Typically at least 12 overnight trips are required annually.

Desired Qualifications:
  • A graduate degree in a natural resource science (e.g., forestry, fisheries, wildlife, biology, ecology) or a closely related field AND 5 + years of professional work experience in one of these fields.
  • Practical experience conducting and managing forestry/aquatic resource interaction research and monitoring projects.
  • Knowledge and understanding of statistics, including experimental design, sampling procedures, hypothesis formulation and testing.
  • Practical experience working with the Washington Forest Practices Rules and the Forest Practices Adaptive Management Program.
