JOB SUMMARY

  • Responsible for reviewing subdivision and land development submittals for compliance with Williamson County Subdivision Regulations, State law, and sound transportation and land use principles.
  • Assists the public with requests for information regarding subdivision regulations, zoning, permitting and utility installation requests.
  • Researches and prepares letters regarding legal lots for septic permits.
  • Maintains various databases and spreadsheets for Engineering Department use.

EXAMPLES OF WORK PERFORMED

  • Reviews preliminary and final plat submittals for compliance with the Williamson County Subdivision Regulations. Continuous reviews and correspondence with owners, engineers, and surveyors in preparation of plats for Commissioners Court.
  • Continuously tracks platting process, subdivision construction and documentation necessary for compliance with regulations.
  • Prepares various correspondences relating to the acceptance of performance and maintenance bonds.
  • Administers, collects, and registers large amounts of money and Letters of Credit associated with platting requirements.
  • Meets with developers, engineers, surveyors and the general public to interpret, explain, and enforce County policies and procedures concerning land development regulations.
  • Assists the public with requests for information and problem solving by identifying the needs of the constituent; directs to other sources of information when necessary.
  • Responds to questions regarding various development, permitting, zoning, drainage problems and regulatory signage.
  • Maintains databases for all plats, construction plans, Sheriff's Office accident reports, water usage log, TCEQ Environmental documentation, utility permit bonds, and performance and maintenance bonds received.
  • Researches WCOPR and WCAD records.
  • Researches, compiles and analyzes data for special projects and various reports as assigned.
  • Develops/revises standards, policies and procedures related to subdivision development along with the County Engineer.
  • Maintains database of subdivision streets and roads maintained by the County and assists Auditor's office with information required for asset tracking.
  • Prepares data and reports related to subdivisions, land development, regulatory signage within the County and roads maintained by the County.
  • Coordinates inspections of subdivisions with County Construction Inspectors.
  • Researches septic permits as related to subdividing and legal lots. Prepares correspondence related to requests for County Engineer's approval.
  • Responsible for organizing the filing and retrieval system of plats, files, documents and records.
  • Processes utility installation permit requests for County Engineer's approval and maintains database.
  • Establishes and maintains effective communications and working relationships with representatives of multiple external agencies, other County staff, department heads, elected officials, other local officials and groups and the general public.
  • Readily complies with departmental and county-wide policies and procedures.
  • Related special projects as assigned.
  • Understands and follows oral and written instructions.
  • The physical demands and environmental factors listed below as well as regular attendance are also essential functions for this position.

PHYSICAL DEMANDS
  • Position involves sitting at a desk or other workstation, drawing, typing, filing, making copies, standing and communicating with other county employees, external persons and agencies, and the general public.
  • Able to see and hear.
  • Able to write and read to a size 10 font.

ENVIRONMENTAL FACTORS
  • Works in all kinds of indoor and outdoor environments, including inclement weather.
  • May be exposed to dust, extreme noise and/or hazardous chemicals.

IRREGULAR HOURS
  • Essential Personnel for Emergency Situations; at the discretion of the Department Director.
  • Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required to meet deadlines and accuracy requirements.

MINIMUM QUALIFICATIONS

  • High School diploma or equivalent
  • Minimum of two (2) years experience with urban planning or related field.
  • Proficiency with various computer applications (e.g., MS Office Suite, including spreadsheets, databases, electronic timekeeping, etc.) and office equipment.
  • Ability to type and enter data with sufficient speed and accuracy.
  • Excellent interpersonal, oral, and written communication skills.
  • Ability to work effectively with co-workers, employees, and management in a pleasant, professional manner.
  • Must have strong organizational skills and proven ability to maintain accurate, detailed records.
  • Must be able to work under pressure in a high volume office, produce accurate work and meet established deadlines.
  • Must be professional, dependable, resourceful and able to work independently.
  • Must maintain a satisfactory Motor Vehicle Record.

PREFERRED QUALIFICATIONS

  • Associate's Degree in Engineering Technology, or currently working towards a Bachelor's Degree in Engineering or a science-related field.
