Responsibilities:

Reporting to TB&T's Operations Services Unit Manager, the Emergency and Safety Operations Specialist is a key member of the unit and is responsible for emergency and safety preparedness and response for all six (6) TB&T Facilities. The selected candidate will perform functions including, but not limited to:

  • Lead TB&T coordination with the Agency's Office of Emergency Management (OEM) to determine the emergency preparedness levels and needs for TB&T, inclusive of weather/special events, proper notifications to leadership and management, reviews of various emergency documents, and scheduling of facility exercises (tabletops, functional/non-full scale, full scale, etc.)
  • Serve as primary TB&T Liaison and provide support for the Agency's Emergency Operations Center (EOC) during planned/known weather events (i.e. snow and hurricanes) and unplanned incidents that require Agency EOC elevation (i.e. COVID-19 monitoring).
  • Serve as TB&T's Corporate Representative on the facilities' Safety Committees; prepare and distribute Quarterly Safety Committee Reports to management and facility staff.
  • Coordinate with the Agency Safety Management office and TB&T facilities to address major safety issues for the department and the facilities.
  • Maintain TB&T's Emergency & Safety Preparedness SharePoint site, including regular reviews and updates of associated documents (i.e. Standard Operating Procedures, Emergency Operations Plans, and safety meeting minutes) and matrices with TB&T facilities.
  • Ensure that all applicable staff and training levels are up to date and accurate, and maintain Incident Command System (ICS) training records.
  • Determine performance metrics for training compliance of Facility Management, Operations Supervisors (FS-5, FS-8), Maintenance Supervisors (FM-4, FM-5) and any necessary TB&T Corporate Staff (EOC Liaisons, Department Leadership, etc.).
  • Special projects include: serving as the departmental lead for agency-wide emergency operations working groups, assisting with departmental information and cyber security compliance efforts, and other projects as assigned.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree in Emergency Management, Public Management, Homeland Security, Emergency Services, Public Health, Transportation, or related discipline from an accredited college or university.
  • A minimum of two (2) years of experience in emergency operations and response.
  • Incident Command System (ICS) Training (ICS 100, 200, 700, 800).
  • Demonstrated knowledge of and familiarity with Port Authority policies and procedures, especially as they relate to emergency management practices, operations, and systems, including a desired knowledge of WebEOC and IndustrySafe (Vector EHS).
  • Demonstrated understanding of Standard Operations Procedures and Emergency Operations Plans, and experience in writing and reviewing such documents.
  • Demonstrated ability to communicate effectively, both verbally and in writing, including the ability to produce meeting minutes, reports, and presentations.
  • Demonstrated experience with Microsoft Office Suite.
  • Demonstrated exceptional organizational skills, sound judgement, good decision-making skills, and discretion with handling confidential information.
  • Demonstrated ability to work effectively with internal and external stakeholders.
  • Willingness to travel to facilities when needed.
  • Must meet performance and attendance standards and have completed all probationary periods at the time of appointment to the position.
