The Economic Services Administration (ESA) is looking to hire a Fiscal Analyst 5 in Olympia to be the primary financial advisor to the administration for statewide programs.

This job involves grant management, financial management, and sub-recipient monitoring.

You’ll analyze, interpret, and apply financial guidelines, using your judgment to determine the information to use in order to explain complex information to people and provide management with the status of accounts, analysis, and recommendations.

This job has a telework schedule.

Some of what you’ll do

  • Analyze the fiscal impacts of interagency agreements and contracts related to statewide programs, ensuring compliance with regulations and management intent; analyze budget, contracts, and financial requests submitted by management
  • Coordinate budget submission to the federal government, analyze federal revenue draws
  • Develop and deliver training materials regarding fiscal requirements; respond to fiscal inquiries from management
  • Assist with proper billing mechanisms, develop fiscal procedures for funds
  • Review and correct discrepancies between account funding and approve payments
  • Travel to sub-recipients' offices throughout the state, perform fiscal monitoring, and prepare reports of findings and recommendations for process improvements

Who should apply
Professionals with a bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting; and 4 years of relevant professional experience. (Professional experience may substitute for education but not for the credit hours stated above. A master’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.)

Desired
  • Knowledge of state government budgeting processes, government funding mechanisms, and accounting structures; state legislative processes; principles of state budgeting and accounting
  • Knowledge of advanced financial principles, GAAP, and the State Budget and Accounting Act
  • Knowledge of agency policies, state contracting laws and policies
  • Experience with the Microsoft Office suite of products: Excel, Outlook, Word, and PowerPoint
