12 Months


SALARY:
Director Salary Scale ($65,868 - $90,132 depending upon experience and education)


REPORTS TO:
Chief Financial Officer


JOB GOALS:
To develop a comprehensive Risk Management Program that provides for appropriate insurance coverage at the lowest possible cost to the taxpayers of Johnston County. To coordinate efforts to control or mitigate loss from conditions and activities involving unsafe working conditions, employee accidents or injuries, citizen claims against the School Board, property or vehicle damage or related events.


QUALIFICATIONS:

  • Four-year degree from an accredited institution with experience in Business, Personnel Management, Risk Management, Insurance, Education, or related area.


DUTIES AND RESPONSIBILITIES
:

  • Identify potential risk, develop alternatives, decide upon and implement Risk Management strategies, and evaluate and monitor claims, processes, successes, and areas of improvement.
  • Manages the school system Risk Management Program, including, commercial insurance, workers compensation, insurance within state agencies, student accident, and budget of all policies.
  • Develops, recommends, and assists in implementation of goals and objectives for all components of the risk management program to include workers’ compensation, medical treatment, and loss prevention.
  • Provides guidance to school system staff, principals, and teachers on matters of risk management, insurance, workers’ compensation, and loss prevention.
  • Consults with attorneys on legal issues regarding liability and risk to school system; assist board attorneys with research as required.
  • Consults with and assists insurance companies’ claims department and/or appointed legal counsel in all matters related to claims and litigation by and/or against school system.
  • Reviews contractual documents and service agreements of school system to insure insurance requirements are properly stated and that hold harmless and indemnity agreements are sufficient.
  • Prepares bid specifications and applications for insurance (with assistance from the Purchasing Accountant), negotiates insurance coverage as needed, and ensures appropriate certificates of insurance are obtained.
  • Audits insurance policies for proper billing.
  • Files insurance claims related to JCPS and maintain records of claims and losses.
  • Serves as liaison with school system staff, principals, and rehabilitation specialists (case management) to get employees back to work from all workers’ compensation injuries in a safe and timely manner.
  • Coordinates all hearings and appeals to defend and protect JCPS from erroneous claims that result in monetary savings for JCPS.
  • Interprets and applies federal, state and local policies, procedures, laws and regulations.
  • Plans, assigns, supervises, and reviews the work of clerical staff involved in risk management; provides or coordinates staff training; works with employees to correct deficiencies.
  • Serves as a role model for other employees in the organization; demonstrates a commitment to continuous quality improvement; supports and exhibits organizational core values of caring, respect, integrity, responsibility, high expectations, being customer driven, and valuing diversity.
  • Performs other duties and accepts responsibilities as assigned.


SPECIAL REQUIREMENTS
:

  • Must possess a valid North Carolina driver’s license.
  • Risk Management Certification a plus.
