Job Summary:


The Residential Services Director will oversee all residential operations of a scaling portfolio of multifamily properties and provide strategic leadership for this key business vertical. The Director will be responsible for all aspects of property management, leasing, maintenance, budgeting, accounting and hiring to service an ever-growing pipeline.


Supervisory Responsibilities:


  • Responsible for hiring, managing and establishing training protocols for all personnel from the junior maintenance associate all the way up to regional Senior Property Managers.
  • Primary liaison with ownership for all properties at the executive level and responsible for establishing all working relationships with operational stakeholders such as vendors, banking, legal, affordable compliance, utilities, marketing, advertising, website, PropTech, FinTech and any other related parties.

Duties and Responsibilities:

  • Responsible for the overall operations of assigned properties.
  • Responsible for the financial, compliance and impeccable physical condition of the assets across the portfolio.
  • Supervisory responsibilities for all regional Property Managers / Community Managers in assigned portfolio with indirect oversight of on-site staff members includes hiring, training, and applying corrective measures. Determines productivity standards of each staff member and tracks individual performance by monitoring common standards.
  • Conducts onsite audits of all properties to ensure optimal performance.
  • Implements policies and procedures designed to ensure well maintained and effectively managed properties, with emphasis on safety and responsiveness to resident’s needs.
  • Works with Accounting and Asset Management teams to develop and ultimately facilitate approval of all operating budgets.
  • Review financial and variance reports on a quarterly basis with onsite staff.
  • Works in conjunction with the Ownership liaison to ensure each property meets its budgetary and performance requirements.
  • Oversight of master reporting including vacancy, delinquency, absorption, retention and tenant satisfaction surveys. Supervises the provision of a variety of additional analytical/statistical reports on the operation of the business unit, program compliance, affordable requirements, and other activities within the portfolio.
  • Ensures properties are in compliance with all covenants of the ownership agreements including insurance, cash management, certifications, business licenses, audits, local and municipal codes.
  • Oversee the preparation for all loan requirements and audit testing to achieve scores that meet or exceed Impact Housing Performance Standards.
  • Responsible for successfully facilitating all transition requirements of an ownership change and or hand off to a third-party property servicing provider if needed. Key liaison for third party brokers representing property during the sales process participating actively in due diligence activity for a property or a portfolio of properties.
  • Reviews, interprets, and applies applicable laws and regulations. Responsible for compliance with Fair Housing, Non-Discrimination, and housing legislation.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  • Responds to public and resident questions and complaints/disputes; negotiates and resolves the most sensitive and controversial issues; conducts formal investigations as necessary.

  • Work with Regional Manager to ensure community has coverage during open positions and vacation requests.
  • Ensures portfolio adheres to Impact Housing Performance Standards.
  • Assigned properties or portfolios can change based on needs of business.

Other Responsibilities:

  • Follows up as needed on all aspects of Property Management.
  • Provide written responses in a professional, timely manner.
  • Works in conjunction with the Senior Director of Operations to ensure facilities are being maintained to Impact Housing expectations.
  • Meets with staff individually and in group meetings to communicate information, company news, directives so that goals are mutually understood. Collaborates to receive active feedback.
  • Manage portfolio during open positions and support of PTO time off requests.
  • Ensures that the property management department and employees are working towards achieving strategic goals and objectives established by Impact Housing.
  • Be prepared for one-on-one meetings.
  • Ensure staff members participate in company-provided training such as fair housing, safety, non-discrimination, and harassment prevention.
  • Perform other duties as assigned.

Minimum Qualifications Required

  • High school diploma required.
  • Bachelor’s degree and/or 10 years of relevant experience in multifamily residential property management and tenant/landlord practices, laws, and rules. Specific knowledge of affordable regulations, and conventional housing highly desired.
  • 4+ years Regional Manager experience managing 1,000+ units.
  • Previous experience must include responsibilities for property operations, budgets, and staff supervision.
  • Collaborative, values-based leader who has a proven track record of achieving results.
  • Commitment to excellent customer service; ability to demonstrate empathy and compassion in decision-making and communications.
  • Demonstrated leadership skills, supervisory experience and successful at building cohesive teams within small- to medium-sized departments.
  • Capacity to respect, understand and positively engage persons of other cultures and backgrounds.
  • Understanding of the complex social and housing needs and issues of lower-income individuals, families, and seniors.
  • Commitment to improving the overall quality of life for residents and building healthy communities through the provision of high-quality affordable housing.
  • Must have a valid state driver's license with clean driving record.
    Certifications:
  • Minimum of 1 certification required out of the following list: National Affordable Housing Professional Certification TCS, COS (Certified Occupancy Specialist), or CPO (Certified Professional of Occupancy). NAA’s CALP, CAPS or CGPM certification a plus.

Knowledge, Skills and Abilities

  • Strong communication ability, both verbally and in writing. Ability to write reports, business correspondence, and procedures. Ability to effectively present information and respond to questions from supervisors, employees, vendors, and clients.

  • Knowledge of organizational and community policies and procedures. Ability to apply policies and procedures to solve everyday issues.
  • Knowledge of affordable housing programs. To include HUD, LAHD and HCD.
  • Knowledgeable of laws pertaining to property management, (Fair Housing, OSHA, State, Local, etc.)
  • Knowledge of industry software, Yardi or MRI preferred.
  • Ability to work with people of diverse social, economic, ethnic backgrounds, and remain sensitive to issues facing veterans, homelessness, disabled, elderly, family, and other diverse populations.
  • Ability to read and understand financial statements, and income/expense projections.
  • Team player but can work independently.
  • Ability to travel to trainings or other sites in portfolio.

  • Competitive Salary range of $150,000 - $175,000 dependent upon experience
