We are looking to add a Director of Programs to our team! The Director of Programs will have strategic and operational responsibility for all program areas. The Director of Programs will be responsible for a variety of significant activities including planning, program development, program evaluation services and evaluating all programs and services to meet the social, emotional, health and nutritional needs of COA clients. This includes the activities of the following COA programs; Case Management, In-Home Services, In-facility Respite, Caregiver Support, Customer Service, Chore Services, Senior Activities and Nutrition. The Director plays a crucial role in the program development and the revision and implementation of new workflows, processes and procedures for all COA programs.

Who you are:

  • Experienced (3-5 years) - College Graduate with a Master's degree in Social Work, gerontology, psychology, health and human services, social services or other related field.

What you'd be doing:

  • Direct case management, in-home services, in-facility respite, caregiver support, chore services, customer service, senior activities, nutrition, and any future programs added in compliance with federal, state and local regulations.
  • Ensure programs staff is providing quality and appropriate client services that meets or exceeds regulatory standards. Ensures staff works under scope of practice for their position; establishes and/or interprets standards of care for each area of practice.
  • Direct all activities of the department related to programmatic oversight of all contracts held by the organization with its grantees including Requests for Proposals, development and implementation of interagency agreements such as Memorandum of Understanding and/or Agreement and programmatic compliance of contracts with DOEA and other funders.
  • Assume primary responsibility for writing assigned grant applications, including executive summaries, narratives, work plans, methods, staffing plans, evaluation, conclusion and needs assessment sections. Collaborate with Co-Executive Director(s) and Director of Development on final submission documents.
  • Maintain a positive and professional relationship with Council on Aging staff, ElderSource, social service agencies, private service providers and the community, which are instrumental in the delivery and quality of project services.
  • Ensure all projects are completed in compliance with agency, local, state and federal regulations and policies and jointly oversee the monitoring of the all programs.
  • Collaborate with the Co-Executive Director(s) on new initiatives.
  • Oversee HIPAA compliance including the updating and implementation of the organization’s HIPAA Policy, as well as, providing annual HIPAA training to employees.
  • In conjunction with other leadership personnel, ensure that all grants are operated on budget to achieve agreed upon units and process all contracts and agreements required to ensure compliance.
  • Direct the development, revision, updates and implementation of the Comprehensive Emergency Management Plan and Continuity of Operations Plan, and coordinate employees and providers prior to a disaster to ensure proper preparation of older adults and facilities as well as post disaster to ensure prompt and responsive recovery. This is done in coordination with the Co-Executive Director(s).
  • Coordinate with ElderSource to request to add clients for services in order to achieve maximum utilization of grant funds.
  • Design, establish and maintain a staffing and organizational structure to effectively accomplish the program goals and objectives, including recruiting, training, supervising and evaluating all assigned personnel.
  • Provide leadership in the development of performance standards for employees. Evaluate and counsel employees on their performance in a professional and timely manner. Plan and develop educational in-services for programs staff.
  • Responsible for programmatic monitoring of program subcontractors.
  • Represent Council on Aging of Volusia County in the community or in interagency activities.
  • Coordinate closely with the Chief Financial Officer on matters related to providers and programs budgets, units, contracting and monitoring.
  • Serve as back-up administrator for In-Home Services and will share responsibility for being on-call for emergency phone calls, to address caregiver or client concerns, to appropriately manage staffing, and to respond to calls, as necessary.

Pay: From $68,600.00 per year
