The Operations Director's primary focus is on day-to-day facility management of a mall (or group of malls) as well as providing technical and operational advice to the Mall Manager as it relates to facility operations. More specifically, responsibilities include (but are not limited to) the following:

SAFE, CLEAN AND COMFORTABLE SHOPPING ENVIRONMENT

  • Manage the work process for both capital projects and ongoing services, including developing the scope of work, working with contractors throughout the proposal process, overseeing the contracted work, checking to ensure contract scope is being performed and ensuring that all necessary documentation is received prior to making payments.
  • Monitor cleaning services provided through contracts, which requires rigorous oversight and detailed knowledge of the scope of work for the contractors and the billing expectations.
  • Manage preventive and predictive maintenance, repair, and construction work to sustain a safe and reliable operation.
  • Read and interpret paper- or computer-based engineering drawings and schematic diagrams.
  • Maintain appropriate logs for Preventive Maintenance, MSDS (Material Safety Data Sheets), etc.
  • Maintain a safe environment and identify and eliminate safety hazards to mall staff, tenants and customers. This includes administration of the SPG Safety & Accident Prevention Program (Policy # RM 1005), monitoring contractors, and training staff to comply with OSHA, ADA, EPA, asbestos, mold and other regulated programs.
  • Work with security and local officials to plan and oversee a fire safety program.
  • Participate in preparation for emergency and disaster response and work with the team to update the Comprehensive Emergency Management Plan (CEMP) as needed.
  • Be knowledgeable regarding local, state and federal codes, such as building, fire, light bulb disposal, OSHA, water reclamation, etc. and enforce compliance with contractors and tenants.
  • Manage the maintenance and operations of all HVAC equipment (Central Plant, AHU, RTU, etc), components & controls, ensuring efficient operation and adequate maintenance to ensure equipment useful life.
  • Manage snow removal processes to ensure a safe shopping experience while containing snow removal expense.

FINANCIAL PERFORMANCE

  • Assist in the development of expense, energy and capital budgets.
  • Manage Property Operating Expenses within or below budgeted levels.
  • Assist Mall Manager with maximizing margin of profit centers.
  • Effectively manage negative financial variances to overcome and/or minimize loss within area of responsibility.
  • Manage and execute the annual expense budget, service contracts, capital budget, and utility costs.
  • Manage energy/ utilities programs to ensure efficient and cost-effective practices are in place, including facilitating strong relationships with local utility representatives, managing EMS systems, and regularly working with and forecasting in SharePoint.
  • Manage Waste Handling programs to ensure efficient and cost-effective practices are in place.
  • Complete thorough and accurate forecasting for property operating expenses, on a monthly basis.

CAPITAL EXPENDITURE MANAGEMENT

  • Perform Condition Assessments (either personally or with the assistance of consultants and Regional Director of Operations (RDO) to develop basis for long range capital plans and budgets.
  • Prioritize capital projects to reflect critical needs and affordability.
  • Prepare initial project scopes, descriptions, and justifications for necessary facility modifications.
  • Review and recommend approval of contract plans and specifications. Assist in preparing Service Agreements for approval according to policy and procedures.
  • Complete capital projects in accordance with budget schedules.
  • Ensure information contained within the capital database is accurate, current, and updated on a real time basis as changes occur.
  • Interact with Regional Director of Operations and Energy Services.
  • Support other mall staff departments (Guest Services, Security and Marketing) in addressing their daily tasks.

TENANT COORDINATION

  • Provide support to tenants under construction and ensure construction activities match approved plans and comply with mall criteria.
  • May assist tenants in overcoming government and permit obstacles by building relationships with key government officials.
  • Understand, manage and enforce property Construction Rules and Regulations in order to protect the property and minimize impact on customers and neighboring retailers. Conduct pre-construction meetings with contractor to enforce such rules and regulations as well as ensuring any applicable fees such as Temporary Utilities, Security Deposits, barricade cost, etc. are received prior to turning over space to contractor.
  • Coordinate and communicate with Tenant Coordination to ensure tenants open at or before the budgeted Required Completion Date (RCD).
  • Assist anchor tenant coordination and Development with property level support for new anchors and proposed Development projects.
  • Support other mall staff departments (Guest Services, Security and Marketing) in addressing their daily assignments.
  • Periodically work with Local Leasing Rep in coordinating LL requirements for short-term occupancy tenants.

PERSONNEL MANAGEMENT

  • Develop staff members by enhancing their roles and broadening their experiences in a coordinated plan to advance their career within the company.
  • Give recognition for good performance and effectively counsel poor performance.
  • Complete performance reviews with thorough and objective feedback.
  • Intensify training and cross training to provide flexibility and efficient staffing plans to meet the economic and operational needs of the center with focus on improving standards and customers’ experience.

ADMINISTRATION

  • Take ownership in resolving tenant lease and non-lease concerns related to facility operations; engage Home Office support, such as Leasing, Legal Operations, or Facility Operations, when necessary.
  • Establish strong relationships and frequently interact with key civic leaders (Code Officials, Fire Safety, etc.)
  • Maintain good relationships with tenants through frequent interaction, effective follow-through, and by participating in formalized tenant meetings to promote/discuss facility operations initiatives.
  • Fulfill Manager-on-Duty rotation assignments and manage day to day activities as necessary, which may include emergency situations.
  • Complete timely review and processing of vendor invoices, to ensure accurate services were provide prior to payment.
  • Ensure all Services Agreements (SAs) are current and compliant to the Simon Field Purchasing Policy and P2P policies are followed.
  • Select, qualify and manage a strong network of vendors for all required operational disciplines.

  • Manage operations purchasing program and asset inventory. Utilize National Procurement Programs as required and/or use same to leverage cost from local suppliers/vendors and service providers.
  • Work with peers in local market to aggregate service and capital contracted services.
