Nature of Work

This position will perform administrative and professional work at the advanced level with the responsibility of managing and assuring operation of the Office of Health Facility Licensure and Certification in performing its obligations to Medicare, Medicaid, and the state. Will oversee investigations, and take appropriate enforcement actions, conduct surveys, training, and other appropriate education activities to assure effective and efficient program operation. Is the main contact for the Centers for Medicare and Medicaid Services as it relates to certification. Will manage and direct the work of expert level professional and administrative employees, to assure smooth, coordinated, and efficient operation of programs that improved the health of the public. Will oversee the preparations and execution of complex budgets, program goals and objectives, and the related legislation, procedures, and policies applicable to programs. Will direct the administration and implementation of various state and federal regulations, federal grants, and other fee enhancement activities. Represents the state and department to national, state, and local agencies and advocacy groups on important issues, including but not limited to, being key legislative liaison for office programs, as appropriate, and will appropriately advise constituents and other affected parties inside and outside of state government. Will meet with, confer with and act as an advisor to the Inspector General on policy matters pertaining to the office. As well, will bring sensitive issues to the Inspector General’s attention promptly and effectively.

Minimum Qualifications

Training: Master's degree from a regionally accredited college or university.
OR
Substitution: Bachelor’s degree from a regionally accredited college or university and two (2) additional years full-time or equivalent part-time paid experience as described below may substitute for the required training.
OR
Substitution: Six (6) additional years of full-time or equivalent part-time paid professional experience as described below may substitute for the required training.
AND
Experience: Seven (7) years of full-time or equivalent part-time paid professional experience, four (4) years of which must have been in a program administration capacity.
OR
Substitution: Post-graduate coursework may substitute for the required experience at the rate of fifteen (15) semester hours of education for one (1) year of experience.
