Job Summary: Patriot Enterprises LLC is seeking a Director of Bid and Proposals for our rapidly growing government solutions firm. We are an established international company with more than a decade of delivering outstanding services to the federal government and DoD agencies. The Director of Bid & Proposal is responsible for leading, planning, scheduling, and overseeing the timely development of delivery of high-quality responses to federal business opportunities, from the pre-RFP to post-submissions activities, in a fast-paced environment. Additionally, the Director of Bids & Proposals serves as the corporate SME on all proposal processes. The ideal candidate is a thought leader, able to see the big picture without overlooking the details, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements.

Requirements:

  • 10+ years of increasing responsibility working with high-performing Bid and Proposals teams.
  • 5 + years leading dedicated B&P teams that include proposal managers, capture managers and pricing SME(s).
  • A thorough understanding of proposal and presentation best practices and tools, including how to convey messages, themes, discriminators, and responses to evaluation criteria.
  • Demonstrated understanding of federal acquisition strategies and RFP/TOR requirements -developing customized solutions (when applicable), process management, and other solicitation approach requirements.
  • Strong working knowledge and understanding of government contracting, FAR, DFAR
  • Possess experience/subject matter expertise in analyzing Federal agency IDIQs, Task Orders, Requests for Proposals/Requests for Information.
  • Working knowledge of federal acquisition database applications such as SAM, GovWin, GovTribe, FPDS, etc.
  • Ability to manage the response to requests for proposal (RFPs) requests for information (RFIs) or sources sought requests as appropriate, coordinating the requisite resources needed for a response and ensuring the right message is conveyed for the RFI response and win strategies.
  • Participates in Go/No-Go and capture strategies, and drives compliance
  • Able to prioritize pipeline and associated funnel phases.
  • Demonstrated ability to identify emerging business trends resulting in strategy recommendations
  • Contributes to leadership and strategic direction for proposals, and reports on pipeline, internal business development strategies, capture planning, proposals, and debriefs.

Preferred Skills:

  • Able to communicate and interact effectively with internal leadership and external industry partners at strategic and tactical levels
  • Diverse experience in collaborating with large, mid-size, and small businesses (across multiple socio-economic categories) when applicable
  • A proven track record of managing and winning proposals within the federal market ranging from $25M to $ 100M plus
  • Ability to constructively influence and interact at the highest levels of the company and to assist in targeting new customers and/or team organizations.
  • A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, and Microsoft Suite with competency in Excel/PowerPoint.
  • Initiative, ability, and personal commitment to manage multiple projects and details concurrently, follow up and bring tasks and projects to full completion.
  • Professional demeanor and excellent interpersonal skills.
  • Strong, proactive leadership capabilities, attention to detail, and strong communication, internal, and client relationship-building skills.
  • Results-oriented with a strong track record of delivering for their team.
