The Director of Federal Government Affairs is responsible for directing, managing and supervising Global Medical Response's Regional (GMR or the Company) government relations programs at the Federal level, through the Senate, House of Representatives, White House, and numerous Administrative Departments and Agencies, including Health and Human Services, Centers for Medicare and Medicaid Services, Transportation, Veterans Affairs, Congressional Budget Office, Federal Aviation Administration, and numerous others.

Working with the VP of Federal Government Affairs, this person leads and coordinates the use of external consultants. Familiarity with a variety of the healthcare and/or transportation industry's concepts, practices, procedures, and the regulatory environment including reimbursement and compliance on the healthcare side and the airline deregulation act on the transportation side is critical.

The Director of Federal Government Affairs performs a variety of tasks in conjunction with the State-focused portion of the government affairs team. This person analyzes proposed legislative and regulatory actions and determines the potential for positive or adverse effects on GMR, and is responsible for building, representing, and maintaining strong professional relationships with key influential legislators, staff and government officials. The Director will also be responsible for communicating to the company's internal leadership team on a regular basis regarding relevant legislative activity, as it relates to the company, and political climate in congress and the administration. The Director will have a significant role in building GMR's Political Action Committee (PAC) and representing the PAC at political events.

Most important, the Director will actively advocate, emphasize, and prioritize, policies to federal legislators and regulators that protect and advance GMR's interests, create market opportunities, and assure adequate reimbursement and patient access to GMR services.

ESSENTIAL FUNCTIONS & DUTIES
  • Builds presentations, seeks opportunities, and presents the financial condition and opportunities to improve government reimbursement and/or protect GMR's economic best interests.
  • Works in regular contact with numerous GMR Executives, including the CEO, CFO, COO, General Counsel, Chief Medical Officer, and their direct reports.
  • Gathers verifiable data as needed for senior management concerning legislative, regulatory, operational and business development/expansion decisions.
  • Analyzes, prepares, and periodically presents materials to the leadership of GMR.
  • Along with the VP of Federal Government Affairs, represents GMR throughout Washington DC, but also at a variety of national trade associations, conferences, and legislatures.
  • Works with the leadership team to identify and secure alternative funding/revenue sources, including state Medicaid, Medicare, Veterans Affairs, and other opportunities as they arise through the legislative process.
  • Some travel (once per month for a few days on average) may be required.


QUALIFICATIONS

Experience:
    • Leadership and business development experience
    • Experience working on the Hill is a plus
    • Must have Government Public Policy experience
    • Legislative or regulatory agency relationship/liaison experience
    • Knowledge of federal legislative and regulatory processes
    • Knowledge of federal healthcare reimbursement schemes and policies
    • Ability to manage lobbying representatives' activities


Education:
  • Minimum undergraduate degree with demonstrated competency in government relations, or equivalent experience
  • Graduate degree preferred and/or five years of experience in the medical transport industry or seven years in the healthcare industry


Skills:
  • Excellent verbal and written communication/presentation skills required
  • Competency in utilizing information technology to develop and communicate reports and messaging to targeted audiences
  • Ability to read, analyze and interpret economic/business data, regulations, operational reports, legal documents and statutes
