Job description
Reporting to the Assistant County Administrator, the Director of Housing Services plans, directs, and reviews the activities and operations of the Department. This unique role also acts as the Executive Director of the Housing Authority of Washington County. Duties include oversight and management of administrative services, United States (US) Housing and Urban Development (HUD) rental assistance programs, and HUD Continuum of Care homeless programs, as well as two regional voter-approved measures. This important work will be supported by several divisions with a staff of 105 (and growing) and a budget of $151.3 million.

Familiarity with the work of public housing authorities, State housing agencies and/or homeless service programs; and experience presenting reports, presentations and knowledgeable advice and opinions to industry and oversight groups, such as the Board of Commissioners and/or Housing Authority Board of Directors.

Supporting teams with creative solutions, insightful change management tactics, and tough decisions to address the biggest needs across the Housing department.

Having experience in operationalizing equity and racial justice, as well as an understanding of how trauma impacts traditionally underserved individuals and communities and how this should influence the design and delivery of programs and services.

We administer the Washington County portion of the Metro Affordable Housing Bond, a groundbreaking regional measure approved by the voters in 2018. The Metro Bond brought over $100 million dollars in new funding to increase affordable housing development.

The Supportive Housing Services measure funds up to $250 million dollars to the region annually and around $70 million to Washington County. This innovative funding is enabling Washington County to make advanced strides in addressing homelessness in our community.

In 2021, Washington County was awarded MTW status, a designation given to less than 5% of housing authorities across the country. MTW allows the housing authority to create flexible and distinctive programs and policies that are best-designed to fit our community.

A Bachelor's Degree in business administration, public administration, urban or regional development, or a closely related field; AN D six (6) or more years of increasingly responsible administrative experience in a housing authority or social service agency that encompasses personnel, fiscal, and program management. At least four (4) years of experience must be in supervising and leading a professional staff. OR

Ten (10) years of progressively responsible administrative experience in a housing authority or social service agency that encompasses personnel, fiscal, and program management with at least (4) four years of which were in supervising and leading a professional staff.
Certification in public housing experience through National Association of Housing and Redevelopment Officials (NAHRO) or Public Housing Authorities Directors Association (PHADA) is a preferred requirement and may substitute for one year of experience.

Must be able to respond to emergencies or exercises at any time, except while on scheduled vacation or other approved leave. In addition, leaves may be canceled during emergencies.

Must successfully complete basic incident command system courses and participate in emergency response training as requested.

Must have the ability to arrange for timely transportation in order to attend required appointments and meetings at off-site locations.
