Job Responsibilities:

The HIV Deputy Director in the Office of HIV/AIDS is responsible for assisting in strengthening the HIV/AIDS Program in the following areas: program implementation, policy, advocacy, and budgeting. They will focus on the integration of HIV/AIDS prevention, care and data programs and policies. Across programmatic areas, the Deputy Director will build local capacity and further enable sustainable partnerships to adequately address HIV Care and Prevention across the state. Specifically, assisting in directing a comprehensive statewide HIV/AIDS program for the state of Georgia. They will assist the HIV Director in planning, organizing, developing and directing the implementation of a multifaceted statewide public health program.

The Deputy Director is expected to:

  • Oversee the development of grant applications for program funding.
  • Assist to interview, hire, train, and evaluate the performance of assigned subordinates.
  • Conducts or participates in the development, review, revision, interpretation, and or implementation of federal and state policies, procedures, standards, and guidelines.
  • Coordinate with rules, regulations, and polices of DPH and any state or federal entities. Specifically interprets federal and state guidelines covering multiple programs included but not limited to CDC HIV Prevention, HRSA Ryan White Part B patient care, HIV Counseling and Testing, SAMHSA, Linkage to Care, Data and Reporting and Quality Management.
  • Assist in coordinating interactions between department, agency and facility operating units, other programs and/or external customers as appropriate. Specifically this position may serve as a liaison to other programs including but not limited to HIV Surveillance, STD, TB, Hepatitis, Opioid and FIMR (HIV Perinatal Initiative).
  • Support PCSI model and serve as an assistant liaison for 18 health districts regarding HIV/AIDS related issues.
  • Serves as assistant liaison with external partners, community and county HIV/STI Programs, Ryan White Part A, C, D, and F within the state of Georgia.
  • Provide strategic leadership to and technical coordination of HIV-related activities at local county and health district levels; assisting in overseeing the development and on-going management of one or more programs or projects consistent with agency goals and objectives.
  • Support capacity development of HIV health district partners and other local stakeholders to develop and implement policies as well as advocacy that support HIV/AIDS programs.
  • Provide quality oversight and contribute to the development of technical deliverables and to the dissemination of results. Specifically, responsible for overarching federal funded programs which have multiple programs within them. SAMHSA, HIV Integrated Planning and Care and Prevention Data Team and Budget Administration.
  • Participates in the planning, coordination, development and implementation of long-range goals and objectives. Specifically participates in strategic planning meetings, jurisdictional plans, implementation plans, budget meetings etc for the HIV/AIDS program.

Bachelor's degree from an accredited college or university in a related field AND Five years of experience managing professional level staff OR Nine years of experience AND Five years of management experience at the level equivalent to area of assignment OR Five years of experience at the lower level Sr Mgr, Business Ops (GSM012). Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
