OBJECTIVE SUMMARY
: This leadership position is responsible for the operations and management of the Emergency Department, assuring all aspects of Emergency Services Nursing Care are delivered. This includes achieving patient satisfaction, quality performance metrics and financial targets, and ensuring staff competency and departmental standards are met.


ESSENTIAL FUNCTIONS
:


Manage department personnel including RNs, ER Technicians and LPNs


Assessment:

  • Assesses the needs of the Emergency department and builds a team of skilled nurses for patient care.
  • Assesses the needs of the nursing staff regarding education, compensation, recruitment, and retention.
  • Assesses patient flow, triage, and wait time to be seen by MD or ARNP/PA, and other indicators to identify compliance to standards or Q.I. opportunities.
  • Provides ongoing education/training opportunities to staff members to insure professional development and their ability to provide quality patient care.

Planning:

  • Uses organization and prioritizing skills in performance of duties.
  • Assists in preparation of goals and objectives and submits them to the Medical Director annually.
  • Plans using hospital and department goals.
  • Upholds the Standards of Patient Care in a safe, efficient and cost effective manner.
  • Assists the Director with preparation of the budget.
  • Reviews plans for QIO's with Director, where appropriate.

Intervention/Implementation:

  • Maintains compliance with Department of Health and other regulatory agencies.
  • Interprets and follows lines of communication and authority of the organization.
  • Models the philosophy of the Service Excellence program, and identifies and implements corrective action where indicated to affect positive outcome.
  • Maintains close control of staffing by acuity with +/- 5% overall HPPD budget.
  • Keeps use of agency personnel to a minimum.
  • Assumes patient care assignments as scheduled by the Hospital Administrator.
  • Participates in or leads the Quality Assurance Program.
  • Assists with regular review/revision of policies, procedures and performance evaluations.
  • Conducts interviews, counseling sessions and coaching.
  • Meets with Medical Director and Hospital Administrator as needed to review progress toward goals, operational issues, etc.

Evaluation and Documentation:

  • Evaluates progress toward annual goals and objectives.

Patient Rights:

  • Uses patient rights to support decision-making and performance of duties.
  • Shows awareness of medical/legal implications for patients, hospital and staff.

Responsibilities to the Department:

  • Demonstrates knowledge of all medical procedures and related equipment.
  • Is available as a resource person for any clinical information regarding patient procedures and physician preferences.
  • Is responsible for adequate ordering and stocking of supplies.
  • Attends monthly product evaluation meetings or assigns replacement.
  • Attends bi-monthly Infection Control meeting or assigns replacement.
  • Stays knowledgeable of current clinical practices.
  • Demonstrates fairness and impartiality to staff.
  • Works closely with Admitting Clerks to ensure standards are achieved.
  • Surveils department and ensures needs are being met by Housekeeping, Maintenance and Security departments in regards to Infection Control and department safety.
  • Is responsible for accurate ER charges and statistics.
  • Ensures that customer satisfaction surveys indicate achievement and/or hospital and unit goals.

Responsibilities to Medical Staff:

  • Creates and maintains an atmosphere of warmth, personal interest and positive emphasis, as well as, a calm environment.
  • Maintains open lines of communication.
  • Maintains an open door policy for all levels of nursing personnel and departments.
  • Monitors legal compliance of nursing staff.
  • Measures acuity appropriately, analyzes changes in patient care needs and adjusts staff, as necessary. Ensures quantity and qualifications of staff are sufficient to maintain a therapeutic environment. Regularly assesses that assignments are fulfilled.
  • Recommends employees for reassignment, special merit increases, commendations, promotions or terminations.
  • Acts as resource for clinical and unit management.
  • Understands perceived needs of staff, patients and physicians.
  • Provides necessary counseling and discipline with objective documentation and follow up, when necessary.
  • Completes acuity outline accurately. Compiles information to justify staffing.
  • Encourages staff to work cooperatively with Medical Staff.
  • Facilitates unit nursing in-service meetings at least 10 times per year.
  • Communicates effectively to maintain unit morale and performance.
  • Ensures nursing performance meets hospital and community standards.

Responsibilities to Other Departments:

  • Works collaboratively and respectfully with others throughout the organization.

REQUIRED EDUCATION: Graduate of accredited School of Nursing

PREFERRED EXPERIENCE: Minimum of five (5) years of clinical experience. ICU experience and Certified Emergency Nurse (CEN) certification, is preferred. Clinical experience in Emergency Nursing and knowledge of Emergency Medical Services, including pre-hospital care and trauma, are also preferred.

ADDITIONAL ELIGIBILITY QUALIFICATIONS: Current State license as a Registered Nurse. Current BCLS and ACLS. Basic Arrhythmia Certification.


WORK ENVIRONMENT
: Regular exposure to blood/body fluids. Occasional interaction with potentially combative or disruptive patients. Normal Emergency Department environment

PHYSICAL DEMANDS: Standing, walking, sitting, carrying, pushing, pulling, climbing, balancing, bending, stooping, squatting, crouching, twisting, reaching, handling, kneeling, and wrist and digital dexterity. Patient lifting, ambulating, and transfer of patients in wheelchairs, on gurneys and beds, and for use of mechanical lifts. Speaking, hearing, and visual acuity to perform tests on patients and receive and interpret instructions. Verbal and written English communication skills for safe and effective patient care and to meet documentation standards.

Eligibility Requirements - Employees regularly scheduled at least 20 hours per week.
