GENERAL POSITION SUMMARY:

Directly supervises the work of employees in the operation, construction, installation, maintenance and repair of the overhead and underground electric distribution and transmission systems.

ESSENTIAL JOB FUNCTIONS:

  • Supervise a team of lineman, apprentice lineman and seasonal positions. Provide training and mentoring for line workers; schedule, assign, and assist with completion of tasks as required.
  • Assist in the planning, construction, and maintenance of electric distribution and transmission systems and hold accountability for others supervised.
  • Direct and perform daily line construction and maintenance activities for installing, repair, replacement, and removal of both overhead and underground installations from aerial bucket, climbing poles and ground on energized lines.
  • Monitors, and ensure all employees are adhering to safety rules and regulations, including proper use of gear, clothing, and tools.
  • Interact with the general public, City personnel, and/or outside agencies to provide information or assist with the resolution of issues, problems, or complaints relating to area of responsibility.
  • Direct and operate heavy machinery involved with digging, setting and tamping poles in energized lines, pulling overhead and underground conductors in energized environments, digging and backfilling trenches or other excavations and hurt man rescue by operating platform controls of aerial bucket and by pole.
  • Uses electric line construction equipment to include, but not limited to, stringing equipment, backhoes, derrick diggers, material handlers, mini-excavators, trenchers, and trucks.
  • Climb poles and operate equipment for various tasks in both energized and de-energized situations.
  • Work on energized distribution lines both primary & secondary.
  • Performs preventive maintenance and operating test equipment assigned to line crews. This includes, but is not limited to, multimeters, meggers, amp-meters, transformer testers and underground testing and locating equipment.
  • Proficiently utilize connector and tooling systems and operates common line crew tools without supervision.
  • Inspect job site projects; analyzes and initiates corrective action on outages and troubleshoots service-related problems.
  • Complete and maintain paperwork, approve time records and record hours for each project, and prepare daily logs for subordinate employees.
  • Participate as a mentor for lineman in the Apprentice Line Technician training program.
  • Conduct detailed tailboard meetings with crew as needed to ensure awareness of conditions, risks, hazards, and mitigation plans for the specific work to be performed.
  • Perform substation, transmission line and distribution line switching.
  • Installation and hookup of traffic lights, streetlights, and security lighting.
  • Clearing overhanging limbs from line rights-of-way.
  • Incumbent in this position is required to be on-call on a rotating basis
  • Perform other duties as assigned or directed.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Work with others and maintain a positive attitude in all working conditions. Must have a strong attention to detail with a focus on safety and accuracy in order to direct line crews to construct/restore the electric system.
  • Strong communication and organizational skills with ability to take and understand directives and safely complete tasks.
  • Knowledge of techniques, equipment, and materials necessary for construction and maintenance of transmission, distribution and service lines.
  • Knowledge of transformers, breakers, line assemblies, meters, regulators, and other equipment found in electrical distribution systems.
  • Knowledge of basic electrical theory as taught by TVPPA or equivalent program.
  • Knowledge and skill to perform first aid techniques, CPR, and pole top rescue.
  • Knowledge and skill to perform basic (adding, subtracting, multiplying, and dividing) mathematical computations.
  • Verbal skills to communicate with supervisors, crew members, and consumers regarding technical or service information.
  • Ability to effectively build and maintain working relationships with all supervisors, crew members, and customers.
  • Ability to operate a variety of construction equipment safely and productively in traffic.
  • Ability to perform a variety of skilled construction and maintenance tasks.
  • Ability to read and interpret prints, diagrams, and maps.
  • Ability to be available to work nights, weekends, stand-by and emergency call-ins.
  • Familiarity with and timely completion of material forms, apparatus reports, outage reports and other paperwork as required. Ability to communicate in writing.
  • Displays professionalism in all customer interactions.
  • Displays effective interpersonal skills; promotes teamwork.
  • Understanding and ability to follow safety protocols and procedures as outlined in the American Public Power Association Safety manual
  • Certified in rescue procedures, CPR and First Aid

EDUCATION AND/OR EXPERIENCE REQUIRED:

  • High school diploma from a school accredited by a regional accrediting agency recognized by the U.S. Department of Education or GED certificate issued by the appropriate state agency.
  • Prior successful completion of TVPPA or equivalent Apprentice Lineman program
  • Minimum working experience as a journeyman lineman for four (4) years. This work experience must consist of progressive development and demonstrated skill in all aspects of construction and maintenance of electric distribution and transmission lines and associated equipment.
  • Must possess a valid Driver’s License and acceptable MVR with CDL Class A endorsement.

WORKING ENVIRONMENT AND PHYSICAL DEMANDS:

This position works primarily in the field and is exposed to all types of weather conditions including temperature extremes and rainy environments. Outdoor setting involves all types of property and site conditions, including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites and road rights of way. Subject to outside weather/driving conditions.

The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this position (this list is not fully inclusive of the physical demands required of an Apprentice Lineman).

Works around low and high voltage wires, using hot sticks and insulated rubber gloves when appropriate. Works in confined spaces, such as underground vaults requiring entry though a manhole. Frequently lift, transport and/or move heavy objects in the performance of regular job duties. Changes position frequently and works in awkward positions. Occasional bending, stooping, kneeling, climbing, and descending a stepladder may also be required. Required to stand for extended periods of time, sit while driving and/or attending meetings, and walk on uneven ground in all types of terrain. Required to push, pull, twist, reach and use finger dexterity to grip/handle tools, equipment controls, etc. Climbs in and out of buckets of aerial personnel-lift with tool belt, materials, and equipment.
