DEFINITION:
ESSENTIAL FUNCTIONS:
Assists the Magistrate in managing and directing the Municipal Court as assigned.- Assists in developing, planning, and implementing Court goals and objectives; develops and implements long and short-term strategic plans; recommends and administers policies and procedures.
- Plans, organizes and directs the Court activities, and leads the Court's efforts in personnel matters, such as investigations, hiring and training procedures.
- Coordinates Court activities with those of other departments and outside agencies and organizations; prepares and presents staff reports and other necessary correspondence.
- Directs, oversees, and participates in the development of the Court annual work plan; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.
- Assists in the development and administration of the Court budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.
- Selects, trains, motivates, and evaluates personnel; provides a high level of leadership; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures; maintains discipline and high standards as necessary for efficient and professional operations of the Department.
- Represents the Court to outside groups and organizations; participates in outside community and professional groups and committees; provides technical assistance as necessary.
- Researches and prepares technical and administrative reports and studies; prepares written correspondence as necessary.
- Establishes collection payments for civil and criminal fines and sets up payment schedules; coordinates with other agencies including collection services, tax intercept programs, Motor Vehicle Division, San Luis Police Department and Administrative Offices of the Courts for collection of monies.
- Ensures that all active and inactive case files are properly created, processed, maintained, and secured according to Arizona State Supreme Court Processing Standards.
- Oversees preparation of court docket and related documents for daily court operations; reviews the preparation of subpoenas, summons and warrants
- May act in the absence of the Magistrate in non-judicial matters.
- Performs related duties as assigned.

- Research, analyze, interpret, and make case determinations in accordance with judicial procedures and practices.
- Identify and respond to public and City Council issues and concerns.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain cooperative working relationships with those contacted in the course of work.

EDUCATION, TRAINING AND EXPERIENCE
- Bachelor’s Degree in Business Administration, Public Administration, Administration of Justice or closely related field; and three (3) years of administrative or professional experience in a Court setting.
- Job related experience may substitute for the required education on a year-for-year basis.
- Experience in a Lead or Supervisory capacity is desirable.
SPECIAL REQUIREMENTS
- Bilingual in Spanish preferred.
- Residency within 25 miles of San Luis and within the US required, San Luis residency preferred.
- Arizona Committee of Judicial Education and Training (COJET) yearly accreditation is required.
LICENSES AND CERTIFICATES
- A valid Arizona driver license is required at the time of appointment and must be maintained throughout employment.
