Required Qualifications
  • BA/BS degree in business or related field and at least six (6) years of related professional experience
  • Experience with procurement, purchasing, contract management or related types of work.
  • Proficiency with Microsoft Excel (formulas, PivotTables, VLOOKUP, etc.) and Word.
  • Proficiency with Google suite (e.g. Google Sheets, Google Docs, etc.)

Salary Range: $85,000-$105,000 (depends on qualifications)


Position Overview:
The University of Minnesota’s Office of Information Technology (OIT) seeks an experienced Contract Manager to join the Finance team within our matrix organization. The Contracts Manager is responsible for managing OIT’s contracting and high-dollar procurement processes. This position collaborates with the central Purchasing, General Counsel, and OIT technologists in the Request for Proposal (RFP) process. The Contract Manager provides in-depth analysis and sound advice regarding key IT purchases. This position is also responsible for independently managing professional services contracts, monitoring contractual obligations and negotiating contract awards. Ideal candidates will have excellent analytical, interpersonal, organizational, and prioritization skills, an affinity for contract management and negotiation, as well as a commitment to strong customer support, creating professional relationships, and a desire to promote a respectful, inclusive and collaborative climate.

The OIT Contracts Manager is eligible to take advantage of the University’s policies on flexible working arrangements. Subject to University policy, the OIT Contracts Manager may be a predominantly remote position although occasional on-site meetings could be required. Responsibilities include:

  • Serve as the primary OIT resource for complex purchases and contracts, and advise OIT clients regarding the best approach for each purchase.
  • Explain and interpret University financial and purchasing policies and procedures.
  • Manage the RFP process from review to final submission of selected proposals—including the development of requirements and scope of work, leading the source selection process, contract negotiations, and RFP team leadership.
  • Develop customized evaluation methodologies and pricing worksheets.
  • Collaborate effectively with individuals at various levels of the organization, including staff in the University’s purchasing and legal offices, to negotiate and implement contracts and ensure compliance with contract terms and applicable policies.
  • Ensure that RFP and procurement activities are delivered in a timely and appropriate manner and that program and policy objectives have been met.
  • Consult with managers and service owners on professional service needs, recommend solutions, and develop contracts.
  • Manage all contracts for professional services, negotiate competitive terms and rates, and monitor contractual obligations and requirements.
  • Evaluate existing professional services processes and implement changes as needed to enhance efficiency and compliance.
  • Provide supervision for student workers
