This vacancy is located at SCLHSA's Administration Office located in Houma, LA. This position provides professional procurement and contract services for South Central Louisiana Human Services Authority’s Fiscal Department by independently applying the Procurement Code as it relates to professional and social services contracts, evaluates contract terms with services received, processes invoices based on contract deliverables, maintains contractor files including contract, demographic and expenditure information, sets up monthly cash subsidy and lease purchase orders and prepares reports requested by Procurement Specialist and Accountant Manager. This position reports to the Accountant Manager.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:
Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from Contracts/Grants Reviewer 2 by performing routine entry level duties.

Examples of Work

50% Independently prepares all professional and social services contracts and amendments along with purchase orders that include proper expenditure coding and maintains accuracy of expensed services received by posting and journalizing transactions. Independently evaluates contract terms with services received and ensures appropriate supporting documentation with invoices, including receipts for cost reimbursement contracts. Monitors the expenditures of the contracts as compared to their terms and conditions to ensure deficit spending does not occur by preparing monthly projections. Adheres to all reporting requirements that are associated with the procurement of professional and social services contracts.

10% Facilitates contract meetings, quarterly and annually, to discuss status of contract terms, deliverables, budget, and if any amendments or order changes are needed.

10% Corresponds with contractors and agency staff, verbally or written, regarding contract terms, deliverables and order changes.

10% Provides guidance to contractors on the procurement code as it relates to professional and social service contracts, as well as applicable policies and procedures relative to appropriate documentation of procurement of such services.

10% Prepares monthly reconciliation of imprest account on requisitioned requests and deliverables. Maintains all backup documentation to support receipt of materials ordered or services delivered.

5% Prepares purchase orders for all leased properties and adjusts as needed if lease amendments occur. Prepares leases and lease amendment documents for Lessor and Lessee for signatures.

5% Prepares purchase orders for cash subsidy agreements and amends as changes occur including terminating agreements.
