Overview


The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services to increase the scientific impact of PNNL.



Responsibilities

Responsibilities:
The Contract Specialist will perform complex procurement activities including assistance in development of acquisition strategies, including program advance planning, requirement development, vendor sourcing, solicitation, proposal evaluation, vendor selection, award, administration, delivery, closeout and all associated aspects of the procurement process. This requires the use of established concepts and techniques (including the evaluation of scope, risk, customer objectives, etc. to select appropriate general provisions that align to preferred contract type) to prevent or resolve problems of varying degrees of complexity throughout all phases of the acquisition life cycle. Generally, works with a high degree of independence from day-to-day management oversight. Considerable latitude is exercised to meet procurement, program, and company objectives and goals. Assignments are performed without the need for appreciable direction.

The Contract Specialist will:
  • Represent the Acquisition Management organization to program/project management on technical projects and in other customer service roles.
  • Take the lead on Procurement Services-related matters when on a project team or special assignment to a program or project.
  • Provide consultative services to Company management and within the directorate.
  • Provide training to junior level Procurement Services personnel and peers in the technical complexities of specific procurement processes.
  • Represent the Acquisition Management and Business Services Directorate to program/project management on technical projects and in other customer service roles.
  • Take the lead on Procurement Services-related matters when on a project team or special assignment to a program or project.
  • Represent the Acquisition Management and Business Services Directorate and the team company activities such as process improvements, problem resolution, system development and testing.
  • Participate in the development of procurement and company philosophy, policy, procedures, and processes. This is accomplished by participation in process improvement teams and individual review/comment situations.

Additionally, the Contract Specialist:
  • Works with various internal customers including Project Managers, Project Specialist, Business Office Representatives, Legal, Project Management Office Directors, and Technical Oversight Reps.
  • Displays a high degree of customer service in all interactions with strong acquisition contracting skills.
  • Performs work effort under the general supervision of the Directorate Contracts Manager, Acquisitions Lead Specialist, and Senior Contracts Specialist for contract activities performed from “cradle to grave”.
  • Responsible to understand and define the degrees of risk as well as the ability to negotiate terms and conditions to a mutually reasonable solution with minimal oversight.
  • Determines reasonableness of vendor proposed pricing using recognized analytical techniques (eg. Price Analysis, Cost Analysis, etc.).
  • Maintains precise documentation to justify decisions, conclusions, findings or recommendations.
  • Responsible for securing the best balance of price, quality, delivery and services available within the guidelines established by Battelle, Pacific Northwest Division (Battelle), the sponsor, and applicable Department of Energy (DOE)/Federal Acquisition Regulations.
  • Responsible for a working knowledge of all contract types (Firm Fixed Price, Labor Hour, Cost Reimbursement) routinely utilized in the execution of Laboratory requirements providing solutions to complex problems.
  • Responsibilities may include business travel (both domestic and international).

Accountabilities:
The Contract Specialist is accountable to Acquisition Management to; 1) complying with Laboratory policies, standards and procedures, 2) complying with Acquisition Guidelines, 3) timely planning and execution of work that is in accordance with expectations and authorities, 4) maintaining expertise, 5) identifying opportunities for improvement, and 6) perform work in accordance with this Position Description.

Authorities:
The Contract Specialist has the authority to; 1) commit Battelle to contractual arrangements up to their delegated authority, 2) enforce the terms and conditions of contracts and POs, 3) provide input to annual performance assessment(s), 4) identify equipment and facility needs, and 5) stop work if an Environmental, Safety & Health (ES&H), quality, or safeguards and security concern exists.


Qualifications

Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience
Preferred Qualifications:
  • Exceptional communication skills, both verbally and in writing.
  • Advanced knowledge of software including Microsoft Word, Microsoft Excel, Microsoft PowerPoint and Microsoft Chrome.
  • Working knowledge of the supply chain process, with specific focus in purchasing and subcontracting.
  • Working knowledge of contract negotiations, regulatory compliance preferred. Familiar with business systems, acquisition related systems such PACQ/PES, Web Reports, PMR/Insight, Accounts Payable.
  • Previous experience with Government Construction Contracting including Invitation for Bid Package preparation and Davis Bacon requirements.
  • Previous experience with Design/Build Contracting for Construction Services.
  • Current or previous experience working within Battelle’s Acquisition Guidelines is highly preferred.
  • Previous experience with complex Best Value acquisitions for services.

Special Requirements and/or Training, if any:
  • Must be able to work effectively with automated data processing systems, to communicate accurately with customers and subcontractors, and to accommodate multiple tasks concurrently.
