Job Summary


This position will program management support to FAA directors or deputy directors or large programs, including oversight, and advisory services, including but not limited to: business case and economic analyses, investment analyses, high level cost and schedule analyses, program management process improvements and recommendations. Provides a full spectrum of technical/management expertise and acquisition support to a product or system throughout the life-cycle.


Years of Relevant Experience


The position requires 30+ equivalent years of experience in FAA Acquisition Management System, and program management. Specific experience with the Federal Aviation Administration (FAA) is required.


Essential Job Functions


The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.


Responsibilities include general consultation support, development, and preparation of acquisition milestone artifacts, acquisition planning, development of specifications/performance-based work statements, and/or logistics support. The individual’s activities include but are not limited to:

  • Support program meetings by developed required documentation such as meeting agendas, minutes, lesson learned etc.;
  • Research, identify, analyze contract management requirements and problems;
  • Establishes, track, and maintain timelines ensuring adherence to milestones. Develop and maintain quality controls and documentation of the project
  • Assemble back-up information that addresses the specific questions/issues as required by FAA senior management;
  • Ensure information/data validation – all information is consistent among programs and with the FAA systems of record.
  • Identify best acquisition practices as related to the project / task.
  • Responsible for performing market analyses, conducting needs assessments, configuration management support, development/management of maintenance procedures/technical manuals, and vendor management.
  • Develop presentations of highlight key points to senior FAA leaders.
  • Responsible for tracking and reporting to directors all key financial information including budgets, performance to these budgets, and estimates to complete.
  • Support in developing program and performance measurements, criteria for these measurements, accountability matrices, and performance system implementation guidelines.
  • Defines and continuously refines key indicators, results, and measurements to manage the business processes to achieve desired program and/or project results.

Tasks may also be part of a process improvement/documentation effort. Tasks for this effort may include:

  • Develop business rules pertaining to contract management and the application of AMS policy;
  • Perform requirements gathering and cataloging to identify consolidation and improvement opportunities;
  • Organize processes in a logical and methodical manner;
  • Document as-is processes and create process maps;
  • Draft to-be processes and maps.

Individuals will be required to contribute effectively to working groups through oral and written communication and cooperative working relationships. Detail oriented, self-driven individuals sought.


Education Requirements


A degree BA/BS in any discipline and a PM certification (such as PMP or PgMP) are required. FAA Program Management experience and experience with AMS desired. A Masters degree in any field (e.g MS, MA, MBA) counts for three years additional experience, and a PhD counts for three years additional experience.


Skills Requirements

  • Ability to develop a Statement of Work (SOW);
  • Ability to develop all sections of a Screening Information Request (SIR);
  • Ability to develop a business case;
  • Ability to understand an Independent Government Cost Estimate (IGCE);
  • Must be proficient with Microsoft Office products, including Excel, Project, Power Point, and Word.

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Must meet eligibility requirements for a US Public Trust security clearance.


Travel

The selected person will be required to work closely with personnel located at the FAA Headquarters in Washington DC. Occasional travel may be required.
