COMPOST ELECTRICAL & INSTRUMENTATION TECHNICIAN
Tulare Lake Compost

The Sanitation Districts are a non-civil services public agency with over 1,700 employees. Tulare Lake Compost (TLC) is a state-of-the-art, 175-acre facility located near Kettleman City in Kings County, California. At the facility, an eco-friendly process is used to combine agricultural green wastes from the Central Valley with biosolids from Los Angeles County to create an optimal mixture for composting. The facility currently has the capacity to transform up to 100,000 wet tons per year (wtpy) of anaerobically digested and dewatered biosolids into valuable, nutrient rich, Class A Exceptional Quality compost. TLC is owned and operated by the Sanitation Districts of Los Angeles County as part of their diversified biosolids management program.

  • This is a 9/80 position with alternating Fridays as the RDO.
  • At some point this position may support a swing shift.
  • This posting may include any other vacancies that may occur in the next six months.
ESSENTIAL FUNCTIONS:
To perform progressively more skilled work in the installation, maintenance, and repair of instrumentation, computer process control and 21KV high voltage electrical equipment and 480vac distribution systems, and to work in conjunction with the Senior Compost Electrical and Instrumentation technician in support of the daily operations and maintenance of a composting facility.

JOB SUMMARY:
Job content can involve assembling, installing, maintaining, calibrating, troubleshooting and repairing and/or replacing electrical, electronic, mechanical, pneumatic, hydraulic, digital and analog control equipment and systems; operating, maintaining, calibrating and repairing pneumatic and electronic testing and measuring instruments; maintaining records and preparing reports on maintenance and repair work, calibration readings and related data; ordering parts, supplies, and equipment; instructing lower-level classes in the series; reading interpreting and preparing schematic diagrams, blueprints, sketches and equipment specifications; performing math calculations related to the trades; driving to and performing inspections on new construction and repair work; organizing, cleaning and maintaining a maintenance shop; assisting in the planning and coordination of preventative maintenance programs; and performing related duties as required. This position may require emergency and scheduled overtime, weekend and holiday work and may require on call duty or rotational weekend standby as required.

MINIMUM QUALIFICATIONS

Applicants must possess:
  • A valid California Class C driver license;
  • AND-
  • Four years of experience in the Compost Electrical & Instrumentation Technician Apprentice classes, or equivalent, with the County Sanitation Districts of Los Angeles County performing progressively responsible installation, maintenance and repair work on instrumentation, computer process control and electrical equipment and systems
NOTE:
Candidates may substitute the following:

For one year required experience:
  • Twelve units of college coursework, approved by the Districts
  • Completion of one-year towards a two-year degree or certification program in instrumentation, electronics, electrical technology, or a closely related field.
For two years of required experience:
  • Completion of a two-year degree or certification program in instrumentation, electronics, electrical technology, or a closely related field.

EXAMPLES OF ASSESSMENT CRITERIA

Knowledge of :
  • Theories, principles, and practices of hand and power tools
  • Materials, terminology, basic math concepts and safety considerations of the trade.
  • Safety considerations used in the installation, maintenance and repair of electrical, electronic, mechanical, pneumatic, hydraulic, digital and analog control equipment and systems
  • Composting operational systems
Ability to :
  • Use specialized tools, math formulas, and equipment of the trade
  • Instruct lower-level apprentices in trade techniques
  • Independently troubleshoot and repair electrical, electronic, mechanical, pneumatic, hydraulic, digital and analog control equipment and systems
  • Read, interpret, and prepare schematic diagrams, blueprints, sketches and equipment specifications
  • Maintain records and prepare reports
  • Independently perform difficult assignments

SELECTION PROCESS:

  • The selection process will consist of a written test weighted at 30%, a performance test weighted at 40% and an interview weighted at 30%.
  • Candidates must receive a qualifying score on each selection component to move forward in the selection process.
  • The written exam is tentatively scheduled for the week of January 23, 2023.


SELECTION PROCESS:
Applications and Supplemental Questionnaires will be reviewed and evaluated for relevant experience and/or coursework.
  • Candidates considered to have the best qualifications will be invited to the written examination.
  • The selection process will consist of a written test weighted at 50%, and an interview weighted at 50%.
  • Candidates must receive a qualifying score on each selection component to move forward in the selection process.
