Job Title: Compliance Testing Officer
Reports To: Director of Compliance Monitoring and Testing
Direct Reports: Compliance Testing Specialists (all levels)
Salary Grade: 10/10A

SUMMARY:
The Compliance Testing Officer is responsible for successful execution of United’s Compliance Monitoring and Testing Program, to include analyzing adherence to compliance regulations via independent testing activities, data analysis, research, policy and procedure reviews, and related activities to support the management of the Corporate Compliance Program. The Compliance Testing Officer will also serve as an additional resource to the compliance testing team.

Responsibilities include development and timely execution of the testing review schedule; review and approval of team work product, including scope forms, workpapers and written reports; review, acceptance and monitoring of management action plans for identified deficiencies; ensure Team’s adherence and conformity to the Compliance Monitoring and Testing Program.

JOB QUALIFICATIONS:
  • Bachelor’s degree in business administration or other business related field
  • Minimum of seven years’ banking experience in planning, executing, and reporting on compliance testing reviews and regulatory issue validation activities; Previous experience leading a team or previous management experience preferred.
  • Certified Regulatory Compliance Manager (CRCM), Certified Internal Auditor (CIA) or similar accreditation preferred but not required
  • Strong knowledge of regulations governing financial institutions including the rules and regulations of the FRB, OCC, FINRA, SEC, NFA, CFTC, FDIC and CFPB; have a working knowledge of how those regulations are to be tested
  • Experience reviewing testing strategies and methodologies; evaluating the adequacy and effectiveness of policies, procedures, processes, initiatives, products and internal controls; and identifying issues resulting from internal and/or external compliance examinations
  • Strong written, oral and interpersonal communication skills; ability to work collaboratively and with people at all levels of the organization, keeping a positive, upbeat personality and attitude
  • Strong organization, prioritization, and time-management skills
  • Solid ability to manage multiple compliance reviews and projects at the same time and meet aggressive deadlines
  • Strong research skills coupled with strong problem solving/analytical skills
  • Proficient in MS Office applications (Excel, Word, PowerPoint), and comfortable learning other programs as necessary
  • Ability to lead, manage and mentor Compliance Testing Specialists
  • Actively seek program and process improvements
  • Must be available for light travel as necessary, including long distance and overnight travel
  • Participate in all required compliance training, including Bank Secrecy Act/anti-money laundering training, as well as internal and external training programs, online training, meetings, and seminars/conferences, etc.

JOB FUNCTIONS:
  • Possess an overall understanding of the Bank’s operating structure and the Bank’s culture
  • Remain abreast of regulatory and industry developments relative to compliance matters.
  • Utilize innovative compliance testing solutions, including Data Analytics, to increase value and reduce costs of compliance-related activities.
  • Develop and coordinate compliance testing of various business line compliance‐related functions to ensure the organization remains in compliance with applicable laws, regulations, rules, and statutory requirements.
  • Performing reviews of various processes, identifying regulatory compliance risk, and testing controls to ensure they adequately mitigate the risk.
  • Conducting research as needed to support regulatory findings/controls.
  • Providing coaching to Compliance Testing Specialists when performing reviews, including assistance with testing, exception determination, and addressing any questions that arise, as needed.
  • Ensure all activities are conducted in a timely and accurate manner and in accordance with the Compliance Monitoring and Testing Program
  • Assist Compliance Testing Specialists with planning activities
  • Maintain ongoing communication with the line of business prior to, during and after testing
  • Facilitate milestone and tollgate meetings throughout review lifecycle
  • Review, adjust or develop compliance testing scripts to accomplish the objective of the planned test and complete scoping document.
  • Review and approve scope documents
  • Review and approve sampling methodology and technique
  • Work with testing specialist to identify and confirm potential compliance issues, the root causes and recommendation of any corrective actions
  • Escalate potential issues and exception items noted during the review process to senior management for discussion and further investigation if deemed necessary
  • Perform quality assurance review of workpapers to ensure adequacy of review, accuracy of findings, and adherence to documentation standards
  • Review and approve Testing Activity Report
  • Participate in and/or lead formal exit meetings with management
  • Ensure all issues are entered into central repository
  • Assist in team oversight of issue tracking and remediation due dates until final resolution
  • Lead and manage direct reports to include training, coaching, performance evaluations, and disciplinary actions
  • Lead remediation action plans challenge activities ensuring appropriate to effectively address findings.
  • Support the compliance risk assessment processes.
  • Other duties as assigned

This position manages Compliance Testing Specialists (all levels)

WORK ENVIRONMENT
UCB location in Blairsville, Georgia; other locations throughout the UCB footprint as approved by Director, Compliance Monitoring and Testing.

POSITION TYPE
This is a full-time position that requires schedule flexibility to work evenings and weekends as needed.

TRAVEL
This position requires up to 10% travel.
