General Description:


Under the general supervision of the Executive Director, the Grants and Compliance Specialist performs high-level professional work related to grant seeking, grant administration, and coordinating grant management activities on an agency-wide basis to support the agency’s mission. The Grants and Compliance Specialist performs responsible and technical work involving a multitude of sources to obtain the necessary data for preparation and analysis to draw a conclusion of fact or finding to submit to the Executive Director on programs such as Low-Income Public Housing, Housing Choice Voucher, Public Housing Capital Fund, Multifamily and other Federal, state, and local programs.

Minimum Training and Experience:

Requires a Bachelor's degree in public administration, business management or other relevant field supplemented by seven to ten years of progressively responsible supervisory experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be a certified public housing manager, housing choice voucher program manager or able to complete required training within one year of employment. The equivalent combination of education, training, and related work experience may be considered.

Desirable Knowledge, Skills and Abilities:
  • Considerable knowledge of Capital Fund Grant programs, budgeting, contract administration and Davis-Bacon wage compliance. Comprehensive and current knowledge of federal, state, and local program laws, regulations, and rules related to housing, community development, and redevelopment.
  • Knowledge of the general operations and procedures of a Public Housing Agency (PHA) and its function related to housing, community development, and revitalization.
  • Knowledge of the purposes, policies, and regulations of the Housing Authority as established by South Carolina Code of Laws Title 31 – Housing and Redevelopment.
  • Knowledge of real estate acquisition and disposition transactions in working with homeownership programs, including familiarity with the HUD 1 Settlement Statement.
  • Knowledge of modern office equipment including copiers, personal computers, mainframe terminals, calculators, facsimile machines, etc. and word processing, spreadsheets, database and electronic communications.
  • Extensive human relations skills, particularly leadership, consulting, negotiating, persuading and supervisory skills.
  • Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.
  • Ability to compile and compose thorough and accurate technical reports, make presentations before large groups, and respond to questions on a variety of job-related matters.
  • Ability to effectively communicate both orally and in writing to present and make comprehensible complex information regarding organization operations, of which some information may be highly technical in nature; provide clear work instructions.
  • Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, architects, residents, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
  • Ability to exercise independent judgment.
  • Ability to exercise initiatives in the development and implementation of complex activities.
  • Ability and capacity to deal effectively with a wide variety of individuals, including during adverse situations.
  • Analytical ability to comprehend, understand, and interpret complex and technical information, such as public-sector financing and public relations information, and to comprehend, understand, and interpret organizational and environmental factors that could have potential effects on the success of projects and programs.
  • Ability to effectively work under pressure, use independent judgment, and produce a quality product within tight time constraints.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally, demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
  • Researches, collects, consolidates, analyzes, and maintains program data necessary to meet programs reporting and evaluation requirements and the goals of the agency.
  • Research and identify grant funding opportunities and grant funding needs.
  • Research and develop grant-funding sources - federal, state, private, and other sources.
  • Works with departments to identify and secure grants, providing innovative ideas or approaches; prepare detailed successful proposals for grants, ensuring appropriate budget justification, financial and auditing reports are submitted.
  • Completes various projects and special assignments as directed by the Executive Director.
  • Conducts resident meetings and public hearings where required.
  • Provides technical assistance to other groups that the Authority partners with in housing and resident services activities.
  • Assists in the preparation and completion of the PHA Annual and 5-Year Agency Plan along with all supporting documentation.
  • Assists in the tracking of data and reporting of outcomes as required by HUD for the PHA’s grant programs (i.e., Jobs Plus Program, Residents Opportunities and Self Sufficiency, Lead Based Paint Program, Radon Testing and Mitigation, Capital Fund Program, and other grant programs).
  • Assists in the development of budgets for grant programs; assists in ensuring that grant funds are expended in accordance with eligible uses; assists in monitoring program expenditures for all grant programs.
  • Assists in preparation of reports for all grant programs.
  • Serves as a Hearing Officer for all housing programs.
  • Maintains related records, program databases, project timelines, milestones and outcomes.
  • Prepares statistics and reports on outcomes projected and realized. May develop related publications for public release.
  • Performs regular quality control and compliance reviews application files, information entered into computer system, and system against waiting lists names and prepare reports.
  • Performs all other duties as may be assigned to meet organizational needs.
