GENERAL STATEMENT OF DUTIES

Performs managerial and administrative work in planning and implementing a health education program.

DISTINGUISHING FEATURES OF THE CLASS

Employees in this class provide leadership and direction to other community health educators in developing, organizing, and implementing a health education program to help meet the particular needs of the community. Work includes providing overall direction and liaison to division managers, projecting and providing resources for program development, monitoring and evaluating program accomplishments and assuring that community needs are being met, and providing input into program and policy directions. Work requires a broad knowledge of the health education fields, comprehensive knowledge of community resources, and leadership and supervisory skills. Work is performed under the general supervision of a higher-level program manager and is reviewed through conferences, reports, observation of program activities completed, and feedback from groups receiving the services.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

  • Lead the implementation of the priority area: strengthening the continuum of care of reproductive health – from preconception to prenatal, to interconception care – for equitable access to quality care. This will include but is not limited to: Creating education, awareness, and messaging campaigns across the continuum of care that could include toolkits for providers, parents, community members, and partner organizations to reach more people; and coordinating/implementing Community Circles/Groups that are spaces for the community to support families, strengthen connections, share learnings, and action planning/advocacy that would intentional engagement with the Black community and include parents, family members, and leverage existing groups through partnerships.
  • Work with Core Partnership organizations such as March of Dimes, American Heart Association, Ready for School, Ready for Life and others to implement programming (e.g. a preconception peer education program and community circles), recruiting community members to serve as health ambassadors, providing education and toolkits to community members, organization and overseeing a system for community incentives and ensuring equitable implementation of quality education and engagement activities.

  • Work with community and higher education partners to coordinate the implementation of the Preconception Peer Education Programs on college campuses and within the community.
  • Recruits, hires, and manages two Community Health Workers in conducting community health education outreach activities.

  • Plans and organizes the development of a comprehensive health education program.
  • Supervises other health educators regarding appropriate techniques, agency and work priorities, and liaison of programs to overall agency missions and goals.
  • Represents the particular health education issues and their programs to division management; often is a part of a divisional management planning team.
  • Performs administrative duties such as budget estimates, personnel monitoring and evaluation, materials inventory, reports, and records.
  • Interviews and selects new personnel; orients and trains staff; monitors and evaluates work performance.
  • Makes recommendations and provides input into policy and procedures for the health education program.
  • Plans and organizes in-service training and education sessions for health educators, other professional levels, and public sector groups as requested.
  • Maintains informational sources, library materials, and comprehensive sets of resources for use in the health education program.
  • Advises professional staff on public health education developments, community resources and innovations, health education program planning and development, health education trends and forecasts, and other areas that will help management in planning and implementing programs in concert with health education efforts.
  • Coordinates media relations and contacts for the assigned organizational unit.
  • Represents the agency at community organizations; serves as a speaker before public groups, private organizations, and the general public.
  • Performs special assignments for management including coordination of special community efforts such as health fairs, writing grant proposals, handling special research efforts on health issues, or answering questionnaires.
  • Performs related duties as required.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities
  • Considerable knowledge of the principles and practices of public health and public health education activities.
  • Considerable knowledge of the general statutes, rules, and regulations affecting the assigned health education program.
  • Considerable knowledge of modern educational theory and 'techniques in the field of public health education.
  • Considerable knowledge and skills in the approaches, methods, and techniques for designing and implementing promotional and informational literature, displays, and resource materials.
  • Considerable knowledge of management, budgeting, and administrative support practices.
  • Ability to plan, organize, supervise, and implement programs through other professional personnel.
  • Ability to be innovative and creative in developing public health education activities.
  • Ability to work effectively with a variety of people on all educational levels.
  • Ability to develop and maintain effective working relationships with community agencies, private organizations, public sector groups, news media, and the general public.
  • Ability to write and speak effectively and to stimulate interest and cooperation among various groups in implementing a public health education program.

Typical Qualifications

Minimum Qualifications

Master's degree in public health education or public health ; or graduation from a four-year college or university with a major in health education and two years experience in public health education or a related field; or graduation from a four-year college or university and three years experience in public health education.

Preferred Qualifications

An exceptional working knowledge of maternity/infant mortality issues, the continuum of care for perinatal health – preconception, prenatal, postpartum, interconception.

Supplemental Information

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
