The Wastewater Management Business area within DPWES protects both the public’s health and the region’s water quality by ensuring the effective collection and treatment of wastewater.

DPWES’ Wastewater Planning and Monitoring Division is seeking an individual to conduct field inspections, investigations, and monitoring of industrial and commercial facilities that discharge to the sanitary sewer. Responsibilities in conducting inspections include compiling inspection notes and data, generating reports, maintaining databases, issuing corrective action requirements, and tracking compliance with federal, state, and county requirements and regulations at businesses.

Businesses inspected include food service establishments (FSEs), other food-oriented businesses, vehicle repair shops, breweries, dental clinics, and other industrial users of the County’s publicly owned treatment works. Responsibilities in monitoring include maintaining field meters and sampling equipment, taking field measurements, collecting samples, documenting sample custody, interpreting and reporting results, and assessing discharge compliance with the county’s Code for Sanitary Sewers and Sewage Disposal and applicable regulations. Incumbent serves as the county’s primary liaison with FSEs, in assuring compliance with the code requirements for prevention of fats, oils and grease (FOG) discharge to the sanitary sewer system.

Successful candidate must be highly motivated and possess the skills necessary to work in a fast-paced collaborative team environment, communicate effectively and work cooperatively with business owners and the public, and manage and resolve difficult and/or controversial matters.
Minimum Qualifications: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, business, finance, political science, law enforcement, legal studies or a related field.

Special Requirements: General knowledge of the conveyance and treatment of wastewater. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. The ability to operate keyboard and touchscreen driven equipment (e.g., field meters, etc.). The ability to lift/carry, in cooperation with another employee, equipment weighing up to 60 lbs. and manhole covers. The ability to work in environments with exposure to wastewater, chemicals, adverse weather, airborne substances, and loud noise and the ability to mitigate the effects of these conditions by the proper use of personal protective equipment and best management practices.

Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. As such, this position is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work to fulfill emergency service duties.
This position requires possession of a valid Virginia driver’s license. The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

*Note: This position may not exceed 1,560 hours per year. The term may be extended depending on workload, performance, and availability of funds. Individuals in these positions are eligible for limited employee benefits, including medical, vision and dental insurance coverage, and participation in flexible spending programs, but are not eligible to earn leave or receive holiday pay. Should a permanent merit Code Specialist I position be created in the future, the limited-term incumbent will have the opportunity to apply for the position.
