Essential Functions:

  • Comply with all Agency policies and procedures and follows contract specifications
  • Accept service requests and with CA approval provide service based on agreement
  • Establish and maintain positive relationships with government facility staff
  • Oversee day to day management, operation, maintenance, repair, and support operations of the interior and exterior areas of the building and out buildings, and for the support of mechanical systems
  • Personally observe work performed during all shifts on a regular basis
  • Be on site Monday through Friday as required by the government and meet the core hours required per contract
  • Be reachable 24/7 occupant work hours to respond to emergencies within one hour of COR’s request
  • Maintain and implement a MAXIMO system to receive, record, and track and discuss with custodial PM, PCC and Chief Eng. for their response and action
  • Provide required and requested reports and weekly and monthly invoices to the Contracts Administrator, Director of Operations, and GSA COR in a timely manner
  • Schedule maintenance and repairs for all O&M contract needs. Collaborate with Custodial PM on related repairs.
  • Conduct joint inspections on O&M and custodial requests/complaints with Custodial PM
  • Receive, record, review, and respond to inspection/deduction reports and all service calls and operation problems & refer to custodial PM
  • Manage all office staff and O&M maintenance staff to ensure job completion
  • Assure that all work is completed in a timely and cost effective manner with a high level of quality within guidelines from Chimes and the SOW
  • Resolve quality issues through a quality control program, staff training, and supervisory support
  • Meet with Facility or Building Managers to review quality/contract compliance issues
  • Attend and/or conduct meetings with government facility representatives and Chimes staff when scheduled
  • Prepare schedules including key accountabilities for all office staff
  • Maintain daily time records for the office staff
  • Inventory and order supplies and uniforms within budget and with approval of the CA
  • Verify equipment inventory
  • Hire, evaluate, and supervise all office staff members
  • Observe, manage, and provide feedback to all staff to ensure accurate job completion
  • Present ideas and recommendations to Contracts Administrator based on contract needs
  • Analyze, review, and suggest solutions to operational challenges
  • Ensure compliance with dress code and personal hygiene standards for self and staff
  • Comply with and ensure staff compliance with all building and security requirements
  • Act as supervisor or PM, if back-up system fails
  • Work cooperatively with HR to sustain employment for individuals with disabilities
  • Ensure timely, accurate completion of all paperwork and employee communications
  • Communicate effectively with Chimes DC employees and with government staff on all work related issues
  • Work cooperatively with the HR office on all hiring and employment related matters
  • Attend required meetings and in-service training
  • Pass and comply with CPR/First Aid training

Secondary Functions:

  • Assist in the planning and implementation of staff development programs
  • Assume other duties, responsibilities, and special projects as needed
  • Duties, responsibilities, and tasks may change at any time with or without notice

Physical Abilities Needed to Meet Work Demands:

  • Ability to stand or walk for long periods of time
  • Ability to go up and down stairs
  • Ability to reach above the head, bend, kneel, stoop, and crawl
  • Ability to lift, carry, and push up to 50 lbs. as needed
  • Ability to work in dusty spaces or adverse weather conditions
  • Ability to see details on the floor, above the head, or on surfaces

Other requirements:

  • Valid driver’s license from state of residence and ability to drive
  • License must have been valid for at least 3 years
  • If driving a 15 passenger van, must be at least 25 years old
  • Acceptable driving record as determined by Agency’s insurance carrier and by Chimes DC policies and procedures
  • Maintain building access clearances

Essential Personnel:

This position is designated as essential. This means that when the facility is faced

with an institutional emergency, employees in this position may be required to remain at their

work location or to report to work to protect, recover, and continue operations at the facility.

Education:

  • College degree preferred
  • Knowledge of green cleaning principles and CIMS certification requirements
  • Knowledge of electronic tracking systems such as MAXIMO, SAMS, TAMS, JAMS
  • Knowledge of regulatory standards, hospital standards, and facility management
  • Knowledge about regulations for SDS, Fire and Safety, Hazard Communications and Bloodborne Pathogens
  • Bilingual in Spanish and English preferred

Experience:

  • Five (5) years’ recent successful experience in managing a workforce providing services on a contract of similar scope and size
  • Demonstrated ability and knowledge of building service management as well as relevant equipment and chemicals and their applications
  • Demonstrated ability and knowledge of maintenance and repair, custodial services, building alterations, and customer relations
